Thou Shalt Pay More Taxes: A report commissioned by the United Nations Development program has recommended the taxation of emails and investment of that revenue in the extension of the internet into the 3rd world. The proposed tax - 1% per 100 long emails. This tax would have raised 70 billion dollars annually according to statistics available in 1996. (Financial Times, July 28, 1997)
