Somebody told me the story of APD Officer Samuel Ramirez.  He was only charged with a misdemeanor  for raping a black woman.  I also found a video of cops intimidating and arresting citizens who want a complaint form to report bad cops (see video link below woman anchor's picture.)

This is how the APD are treating 'protected criminals.'  Reducing or eliminating their crime and intimidating and criminalizing the victim who wants to file charges.  APD is treating these criminals like cops.
