Due to lack of experience initially citizens may not be able to express themselves properly. However, political elected leaders or the Government officials should not neglect people's views. On the other hand they should guide and educate citizens, bring out similar plans, if any to the notice of the people and understand people's needs and aspirations. After knowing what people want, officials and elected representatives should study and prepare comprehensive report with approximate monitory effect. This report should be sent to cabinet for study, approval and allotting funds. Politicians and the Government officials should never think that they are more intelligent and what they think is the best for people. It must be well understood that they are working for people and not for themselves. Presently there is no such system and funds are spent on unproductive ventures or on redoing certain facilities over and over again. In cities. Traffic island, speed braker, footpath and so many other works are done over and over again. Roads are repaired and next day they are broken to lay some service line. All this can be avoided with proper planning. Palak Mantri should scrutinise all the plans suggested by users in view of socioeconomic limitations. Whatever plans pass the test of improvements in living of people should be referred to concerned Government advisers of the Mantri. On receipt of their advise on feasibility and cost should be organised in a list of priority and submitted to appropriate Ministry for making budget provisions in the succeeding year. Ministries should scrutinise the projections in view of the past experience feasibility, similar demands from other Palak Mantries and consider for making budget provisions. In succeeding year approved and budgeted plans be taken for implementation. Ministries should give enough time to concerned executives for advance planning and implementation on ground. Palak Mantri should keep close watch on all plans taken up for execution and monitor progress and expenditure. Mantri should personally visit and advise Government officials to take adequate steps to achieve targets. Wherever, Mantri feels short comings in implementation, he should report to concerned Ministry for taking corrective action. Mantri also must ensure availability of adequate funds at every important activity. This way there shall be perfect matching of aspirations of people and execution of plans. Mantries being elected by people would have proper understanding of people's demands and Government officials having adequate time and knowledge of availability of funds would have less obstacles in implementation.
