This list cannot be constant. As life style improves minimum necessity list shall grow. May be tomorrow 'Sanganak', 'Internet', 'Cell phone' would be added in the list. For a dynamic society with aspirations for improving life style this is a must and inescapable. Increase in bare necessities shows its a progressing nation.

Candidates contesting elections always like easy path. They find from people what they desire and quickly agree with them. They promise to provide every thing. They know saying 'NO' means loosing votes. They cannot afford to loose votes. After getting elected they never approach voters. Even they are hardly approachable to voters. Most of them have no local representatives. During election process they hire local strong men and reach electorates and beg for votes. Later voters can never dare to approach the hired men. So voters after casting votes have no alternative but to blame their fate.

In order to change this situation voters must be alert during election process. They should never be satisfied with 'YES' answer given by the candidates. To provide any service or facility funds are must. To make any service/facility economically viable proper planning is must. There is no alternative for planning if service/facility is desired at the least cost, within shortest possible time and with the best quality. Candidates must be asked to produce plans and sources of funds for the same. In last Loksabha elections a candidate promised many things to electorates in certain constituency in the state of Rajasthan. When asked where the money would come from, his reply was 'I will personally fund them' Since the time he got elected no one has seen him in that constituency.

Electorates must ask all the candidates the following questions:-

  1. Project Report for the entire service/facility showing scope, man power and material requirement, executing agencies, effect on nature, local resources needed, consents needed from various authorities, alternatives available, time period needed and any other thing which affects the service/facility during execution on ground.
  2. Requirement of funds year wise.
  3. Detailed report on process of making funds available.
