In my opinion there should be one member of Loksabha per district and one member of Rajyasabha per three districts. Similarly there should be one member per Tehsil in Vidhansabha and one per three tehsils in Vidhan Parishad. There may be a few additional members to Rajyasabha and Vidhan Parishad representing various sections of the society like, industrialists, bankers, traders, educationalists, artists, farmers, retired persons from various Government Services, doctors, lawyers, retired judges etc. Strength of Rajyasabha and Vidhan Parishad should not exceed 50% of her strength of Loksabha and Vidhansabha respectively. There should be constitutional provision for barring increase in strength on any account.

Big cities with population exceeding 40 Lakhs should be divided in to districts and tehsils. Cities less than 40 lakh population but over 5 lakhs should be divided in to tehsils. Wherever city population exceeds 20 lakhs may be considered as one district.

Eligibility criteria for contesting elections for any seat should include 'resident in that district/tehsil for period over 15 years' as the case may be. Nominated members to Rajyasabha must be Indian national and resident for over 15 years in India and for Vidhan Parishad must be resident of the state for over 15 years.

Loksabha and Vidhansabha should be responsible for ascertaining people's aspiration, preparing plans, fixing targets, controlling funds i.e. ensuring smooth execution of plans. These houses should take advise from their respective upper houses on policies new or old. However, advise of the respective upper house should not be binding on lower houses.

Strength of Ministry should not exceed 10% of Loksabha or Vidhansabha as the case may be. All ministers should be of cabinet rank.

Every Khasdar should be Palak Mantri (Guardian Minister) for the district from where elected successfully. Rank of Palak Mantri should be that od Rajya Mantri. Wherever Khasdar is included in central cabinet Rajyasabha member elected from that district should be Palak Mantri.

Palak Mantri of a district should be responsible for ascertaining people's aspiration, preparing plans, fixing targets, sending demand of funds, controlling and allotting funds, monitoring development, monitoring effects. Government officials at district level should be advisors to Palak Mantri.

Palak Mantri should spend more than 180 days in a year in his office at district headquarter. 2 Secretary cum steno and 3 Vehicle drivers cum peons, 1 vehicle and suitable office accommodation should be made available by the Government. The Government officers (advisors) should provide all the support in collection and presentation on various plans. Palak Mantri should keep the cabinet informed about the progress and suggest measure to achieve targets.

This way people would get more access to their representatives and can judge capabilities of their representatives. This will help in speedy disposal and faster progress of all the plans.

Same principles be followed for Cabinet strength and ministers at state level i.e. for district read tehsil.

A study group should prepare a detailed procedure report and the Government should implement the recommendations.

This system have many advantages. Some of them are listed below:-

  1. Every member of Loksabha and Vidhansabha shall be a Minister irrespective of the party one belongs to.
  2. After election floor crossing shall be more or less eliminated.
  3. All citizens shall have easy approach to their Minister. There shall be close knot between politicians and public.
  4. Public can gauge capabilities of Ministers and shall find it easy to decide whether they should vote for the person in the next election. This shall ensure politicians trying their hard to deliver goods.
At first thought it may appear that this would be costly solution. However with proper procedure expenditure can be limited to present expenditure or even reduced. Some of the steps needed are listed below. 
  1. Members need not spend time in capital except for scheduled session of the house.
  2. During their stay in capital all must be provided with single accommodation and food in mess.
  3. Members should be eligible for rail fair and free lodging and boarding. They need not be entitled for any other allowance.
  4. All staff needed at office of the 'Palak Mantri' should be provided from head office of the Ministry. This way some accommodation in capital can be got vacated.
  5. Most of the work like data collection and report preparation should be done by the advisors (respective Government Officers) of the Palak Mantri. Therefore, there is no necessity of large office staff in their office.
  6. Palak Mantri should be provided with accommodation only at his normal place of working i.e. district/tehsil headquarters.
