Panchayat system is probably the oldest system where people have direct participation in decision making and its truly their. People's representatives are well known capable persons chosen more or less unanimously. This system has drawbacks too. Panch may be chosen not on his/her merit but many times because of the nuisance value of the person. Panch are more govern by traditions rather than the present conditions. This system is modified in line with democracy practiced at state/National level. However, the expected results have not been achieved. The present system of democracy in Bharat (India) is basically derived from British system. We chose different names for houses of people's representatives and have included system of President instead of King/Queen. System expects that people elect their representatives. These representatives express desire of the people in respective houses. All share their experience and views and finally most acceptable solution is found. This is put to vote and if it is accepted by majority of representatives, it gets legal status. After acceptance it is sent to executing machinery for implementation. This system looks so attractive and flawless that none shall oppose it. However, there are practical difficulties as there is a valley between expectations from representatives and the actual characteristics of the representatives. Elected representatives are hardly available to public at large. They fully depend on some people around them. Hence, exact aspirations of people are not represented by them. Representatives tend to be selfish and the only criteria is 're-election'. So instead of thinking on ultimate benefits to all they think about benefit to a section of society which would vote for them in the next election. This mostly means giving immediate relief to some at the cost of others. Marshal Law takes for granted that people are slaves with no capability to think and find what is good for them. The system considers people as sheep who need to be guided at every point. Only a few capable persons are available in the society who can guide people to peace and prosperity. Marshal Law administrator is considered as the wisest person and his team as the best implement his/her ideas. People at large have no say in administration or implementation. Its a natural tendency to look for alternatives to the system. While doing so some of us feel Presidential system is more suitable for us. President being a single person can take decisions quickly and we can achieve much faster progress. This needs to be given a thought to find "whether presidential system is flawless and would it be more beneficial to us?" In my opinion presidential system has limitations and inherent disadvantages. Immediate danger is 'President may become dictator'. Some may say in USA no president has become dictator. However in our country if Prime Minister can be dictator, how can we be sure? I feel the chances are great. Better solution is to modify present system of Democracy to accommodate local factors |
