06 May 2005 Immediate necessity is to analyse all activities from subdivision level upwards. Boards need to prove that there activities and working is flawless. This will give adequate strength for the boards to fight against each and every problem. Some state board has adopted single phasing concept therefore, we also follow the same method to restrict use of electricity, is no solution. This does not fit in the aim of providing electricity. Electricity board is established to provide electricity need of consumers in a right manner. Obviously before shading responsibility to consumers, board must prove they have taken all steps possible in the available resources and there is a need for help from outside. This is the right method to keep consumers on side of the board. In actual practice opinion of consumers about the board is far from the expectations. Consumers do feel that the board is a modern avatar of British Empire. Aim of British Empire had been to loot Indians and amass wealth for England even at the cost of officials amassing personal wealth for themselves. Board has no connection with England as such board cannot be blamed in this respect. Starting point for self audit by the board is responsibilities of each of the employees at all levels and the procedure followed for each of the tasks undertaken by the board. Every employee from lowest level to the highest level has a specific responsibility in any organisation. Be he/she may be a mazdoor or peon or clerk or engineer at any level or the chairman. Understanding responsibility by each of the employees is the first step in running of the organisation in productive way. Think of the result of a survey if undertaken by the chairman. Probably 99.99% employees may not be able to express their responsibility and whoever expresses may not be in line with the aim of the board. Second part is to ask employees to write down procedure followed by them and their suggestions for modification with an aim of satisfying consumers. Chairman of the board may conduct it in a few places as a test and he/she shall be entertained for sure. Such an audit shall produce amazing results. This audit would start a thinking process among the intellectuals and directors in the organisation. The result expected is clear cut definition of responsibilities, procedure and powers of each of the employees. Next part is to understand and guide consumers. The fact 'consumer is the God for each and every organisation' must not be forgotten. Every person in the organisation must understand and exhibit this in his/her behaviour and dealings with consumers. Organisation need to go to consumer. Organisation must not expect consumer to come to them. If consumer approaches organisation it is his/her grace. Consumer is one who has been given electricity connection by the board. Future consumers are persons who have applied for connection. Unknown consumer is one who has neither electricity connection nor applied for the same. Board has the highest liability for the present consumer. However board cannot ignore even unknown consumer. Board needs to guide and provide information and services to all. In order to provide proper service to all, board needs to organise itself around following activities.
Board should be given adequate freedom by the politicians. In fact no politician should interfere in work done by local officials. Ministers may give orders in writing wherever inescapable. Electricity Board must develop its own resources for expanding and improving services. Suggestions for optimal utilisation of resources and electricity:-
If Electricity Board use principle of Security, Planning, Encouragement, Economy and Deterrents with equal support from the Government there is no need to get worried. |
