Management of Electricity Service.
The basic reason is finance. None of the electricity boards has taken adequate steps to generate funds for expansion. Reason given is low electricity rates for consumers and high transmission losses. These obstacles do exist. However no alternatives have been even thought off. No action is taken by the boards to find solution within the constraints.

Immediate necessity is to analyse all activities from subdivision level upwards. Boards need to prove that there activities and working is flawless. This will give adequate strength for the boards to fight against each and every problem. Some state board has adopted single phasing concept therefore, we also follow the same method to restrict use of electricity, is no solution. This does not fit in the aim of providing electricity. Electricity board is established to provide electricity need of consumers in a right manner. Obviously before shading responsibility to consumers, board must prove they have taken all steps possible in the available resources and there is a need for help from outside. This is the right method to keep consumers on side of the board. In actual practice opinion of consumers about the board is far from the expectations. Consumers do feel that the board is a modern avatar of British Empire. Aim of British Empire had been to loot Indians and amass wealth for England even at the cost of officials amassing personal wealth for themselves. Board has no connection with England as such board cannot be blamed in this respect.

Starting point for self audit by the board is responsibilities of each of the employees at all levels and the procedure followed for each of the tasks undertaken by the board.

Every employee from lowest level to the highest level has a specific responsibility in any organisation. Be he/she may be a mazdoor or peon or clerk or engineer at any level or the chairman. Understanding responsibility by each of the employees is the first step in running of the organisation in productive way. Think of the result of a survey if undertaken by the chairman. Probably 99.99% employees may not be able to express their responsibility and whoever expresses may not be in line with the aim of the board. Second part is to ask employees to write down procedure followed by them and their suggestions for modification with an aim of satisfying consumers. Chairman of the board may conduct it in a few places as a test and he/she shall be entertained for sure. Such an audit shall produce amazing results.

This audit would start a thinking process among the intellectuals and directors in the organisation. The result expected is clear cut definition of responsibilities, procedure and powers of each of the employees.

Next part is to understand and guide consumers. The fact 'consumer is the God for each and every organisation' must not be forgotten. Every person in the organisation must understand and exhibit this in his/her behaviour and dealings with consumers. Organisation need to go to consumer. Organisation must not expect consumer to come to them. If consumer approaches organisation it is his/her grace.

Consumer is one who has been given electricity connection by the board. Future consumers are persons who have applied for connection. Unknown consumer is one who has neither electricity connection nor applied for the same. Board has the highest liability for the present consumer. However board cannot ignore even unknown consumer. Board needs to guide and provide information and services to all.

In order to provide proper service to all, board needs to organise itself around following activities.

  • Healthy relations with consumers. Consumer need to feel that the board is his/her nearest relative. In case of any difficulty the board can be totally relied upon and there is no necessity to knock at some other door.
  • Planning of service to take care of shortest time period to provide what consumer expects and deserves. Planning does not start alone with requirement projected by a consumer. Board must have internal organisation for survey and testing to know most of their requirements ahead of consumers approaching the Board.
  • Board needs several inputs to satisfy a consumer. These are:-
    * Understanding correct necessity of a consumer.
    * Material, labour, testing tools needed to accomplice the task.
    * Finance needed for material, labour etc.
  • Board must lay down flawless procedure for survey and testing for providing consumer's need. Outcome of this must be the exact requirement of material, labour, testing tools and finance.
  • Board must have a foolproof procedure to procure material needed without creating large inventory. Board may conclude rate running contracts with various suppliers for a specific period. Offices of the board must get the stores at various centres such as one at every tehsil (taluka) town. Suppliers must nominate their agents at various tehsil places who would receive order from nominated board officials and make available the material within a specified time period say 2 weeks.
  • Board officials should test and collect material and pay for material at the time of collection. The agent must not be asked to wait for payment. This would be possible because board undertakes any work only on receipt of money from the consumer.
  • Board may charge certain fees for preparation of estimate. Board must inform consumer immediately on receipt of a request for service the amount required to be deposited in a specified bank. A printed challan duly filled should be given to the consumer for signing and depositing the amount. Such a fee may be deposited in a specified bank. The bank shall be responsible to inform the board regarding receipt of the fees from the consumer.
  • Board must prepare detailed estimate and handover to the consumer for depositing amount in a specified bank. There must be a time period fixed for preparation of the estimate. If estimate is not received by the consumer in specified time period he/she may be allowed to go to consumer court for redressal of grievances.
  • Bank must be made responsible for intimating the Board daily regarding amounts deposited by the consumer. The consumer need not see any official after the estimate is received.
  • Board must organise labour and complete the work in preset time period. Time period may be fixed for various activities based on in-depth study made by the board for various situations.
  • Board should execute most of the works through labour contracts.
  • Board must give a final bill to the consumer for the service provided.
  • Board has adequate experience and it would be easy for the Board to fix time period for various tasks.

Board should be given adequate freedom by the politicians. In fact no politician should interfere in work done by local officials. Ministers may give orders in writing wherever inescapable.

Electricity Board must develop its own resources for expanding and improving services.

Suggestions for optimal utilisation of resources and electricity:-

  • To avoid misuse and over use of electricity all distribution lines of electricity board should be high tension lines say 33 kV up to the take over point of consumer. Single phase (33kV->220V) or 3 phase (33kV->416V) step down transformers should be provided at consumer end and metering equipment should be provided on high tension side of the transformer. This shall make bypassing of electricity by some of the consumers impossible. Also direct connection by illegal consumers from feeders of the Board shall be avoided.
  • Government can help electricity Board to reduce electricity demand by totally waving taxes and duties on certain electrical appliances. Energy saving lamp are available in market. However their large scale acceptance by consumers is not yet even in sight. The basic reason is the high cost about 1200%. If duties and taxes are waived on these lamps the prices may come down to 50% as off now.
  • Electricity unit rates for low power factor should be higher. Electricity Board must insist on pf over 0.8. Consumer should be penalised if pf is lover than 0.8. This may be in terms of higher rate for electricity or fixed charges based on load-pf ratio.
  • People should be encouraged for use of non-conventional energy sources. Instead of giving subsidy on such equipment, taxes and levies on these should be totally withdrawn. In addition taxes and levies on certain raw material which is solely used only for such equipment and not in any other equipment may also be withdrawn. Government should consider this as an investment for electricity generation (Saving in use is equivalent to generation of electricity).
  • Electrical storage type geysers, heating coils, should be discouraged. Government may charge high duties for such equipment and high electricity unit rates for use of the same.
  • Board should not provide electricity for sign-boards, hoardings, celebrations, and similar use. Consumers should use non-conventional energy sources for the same.
  • Certain experiments have been done for electricity generation from waste. Board should receive electricity from such installations and supply 90% of it back to the supplier at any other point desired by the supplier without charging any cost to the supplier.

If Electricity Board use principle of Security, Planning, Encouragement, Economy and Deterrents with equal support from the Government there is no need to get worried.
