Draught Relief Works

Draught is not new to Maharashtra State. Except for last 10 years its a regular feature. However, that cannot be a reason for feeling helpless. Braves always convert calamities in to opportunities. Consider draught as warning for bigger calamity in future. Use it as an opportunity given by the nature to conduct an exercise. There are many reasons for draught, most of them beyond our control. Still we can face the situation and prepare ourselves for bigger calamity We need to convince ourselves that we shall win. People's participation is the most important. People must leave the concept that the Government should do every thing. Think whatever the Government does the price is paid by all of us. It is advantageous to share responsibly by every one of us irrespective of individual capability. Whatever is within capability is done by every person. This way we would be prepared to face any calamity.

Let us consider two doctors, one who treats just by looking at a patient and another first examines patient thoroughly and then decides on the treatment. A patient approaches first doctor with a complaint that he is having 'stomach pain' Fist doctor gives him some medicine and the patient gets relief. However, patient gets same problem after a few days. He approaches second doctor. Doctor examines his stomach and then his eyes. Patient is astonished. He asks why eyes? Doctor tell him his problem is due to over burnt bread. So patient need eye treatment first. It is more important to analyse all reasons for draught and not just the rainfall. In my opinion following needs to be considered.

  • Inadequate rain fall and reasons.
  • No rainfall when needed and rainfall when not needed.
  • Heavy rainfall in some area and no rainfall in other area.
  • Free flow of water in nalha, rivers to sea without optimal use.
  • Pumping of underground water more than stored during rainy season.
  • Improper crop pattern. Crops needing more water than available.
  • Wastage of water.

There are more reasons and there is a requirement of deep and detailed study. Experts should take up this for their research projects. However, there is no need to wait for the research findings. The foremost action needed is collection and storage of rain water through all possible means. Storage need not be always above ground. It can be blow ground too. Refilling of under ground water may be cheaper and can be pumped out when needed. Even hill slopes can store water which will help in growth of trees and shrubs. There may be places where rainfall is inadequate to fill artificial lakes. Such lakes may be filled during floods in nearby river or nalha. Wherever their is no feasibility of storage due to say steep slopes alternative of constructing a tunnel to divert water flow to other side of the hill may be economical. In short every drop of rainfall should be stored either above ground or below ground irrespective whether useful for a particular location. It may be useful in some other location. As an example water stored in cities and towns may not be useful in that location but shall improve underground water level in countryside. This would be useful for irrigation.

Second point for immediate attention is economical; use of water in every field of water use. Be it agriculture or industry or residential.as far as possible water should be reused. May be water after suitable treatment after use in industry and houses would be useful for agriculture.

Finance is needed for doing this. This is not to be done in a few years. It may require say one hundred years. Whatever financial resources available should be fully utilised. There is no need to wait for finance.
