Government can take this opportunity to register all the citizens. Postal district may be the best data cell for accessing and studying the data. Government should study present postal district jurisdiction and formulate district which need no change for say 100 years. While registering name of every citizen following information must be included. Postal district at birth place, present Postal district, day-month-year of birth. combining Postal district-birth and a Eighteen digit number can be used as the person's ID. For example if on 03-03-2003 at 16:47:05 a person took birth in a family residing at Mahatma Gandhi Road, Pune the person should be given ID as 41100103032003164705. Its so simple for every person to remember. Simply because no efforts are needed to remember postal district birth date and time of the birth. Officers on census duty may be given digital camera to take photos. Part of the postal district wise information which need to be verified by the citizens may be placed on internet. Cyber cafes may be used by people free of charge for verification. Government may compensate cyber cafes suitably. All objections or inaccuracies may be reported immediately through internet.

This data should be securely stored in some media and available to to Election Commission and Political Parties. Political parties while enrolling a person as their member should verify correctness of person's identity from this data. Political parties may extend their help for correction of information where ever necessary. While preparing voters' list Election Commission may take help from this data.
