IWHL Rules
-Welcome:
I would like to welcome everybody to the Ice Warriors Hockey League (IWHL).
Here at IWHL we are striving to make this a competitive yet fun league for all
involved.
You have all been hired because somebody (board of directors, me or another)
saw something in you in which they thought would be vital to have in this league.
Your goal, as in all other leagues, is to build a champion and win the Stanley
Cup. This could take several seasons, and you may have to trade
away a big superstar, but you wouldn�t be in this league if you
weren�t capable of cutting it. Trading away an upcoming free agent could
be the route as well if that�s what it takes to get under the cap.
Bottom line is, you�re here to win, do it however you must, but you�re team has the shot of being a winner should you put in the effort required.
Introduction:
IWHL strives to be a fun and interactive league. As commish I will make sure that this happens. It does however require active gm�s and a solid set of rules to get to that point.
While I know and understand that everybody has a life and doesn�t sit in front of the computer screen 24/7, I do expect activity out of The GM�s in this league. There will be requirements that need to be met, should they not be met, well then we all know the consequences. I believe in being fair, and fully understand that we all have lives but rules are rules people!
League Positions:
Commissioner: I am your commissioner, the woman in charge! My duties will be to keep this league running smooth. To ensure that all is fair and everybody is having a good time. I will run the simulation along with the website.

Board of Directors: To be determined
Player Agents: The 2 or 4 agents have to be determined; however the Player agents will serve as well, player agents. If we go with 2 agents each agent will represent one conference. Should we go with 4 there will be 1 agent per division. All contract negotiations will be done through the respective player agent.
League Alignment:
The league will be made up of 22 teams. Yes this may sound off, but a league of 22 teams will be one of higher competition. Each Conference will be made up of 11 teams. The top 8 teams of each conference will make the playoffs; where as 3 teams per conference will not. This will help ensure that the league stays competitive as well as gives the opportunity to a team that sits in the �basement� one season to get out of it the next.
Expansion may happen in the future of league, however for the moment the league will remain at 22 teams until further notice.
Definition of Statistical Categories used by FHL:
CD: Condition. Determines the current health of the player in %.
OK means 100% anything less that OK is in numeric value.
IJ: Injury status of player.
DD: Day to day injury
1W: 1-2 week injury
3W: 2-4 week injury
1M: 4-6 week injury
3M: 2-4 month injury
IN: Injured Indefinitely
S#: Suspended for # games
HD: Handedness
IT: Intensity
SP: Speed
ST: Strength
EN: Endurance
DU: Durability
DI: Discipline
SK: Skating
PA: Passing
PC: Puck Control
DF: Defense
SC: Scoring
EX: Experience
LD: Leadership
OV: Overall
Rosters:
IWHL will begin with Drafted rosters. The draft will take place via live drafting and list drafting. The dates for this draft will be established once all the gm�s are in place and we are ready to commence.
The draft order will be established by a random order. Myself, along with a Board of directors member (if implemented) will designate the order via a random method.
Pro Rosters must always contain a minimum of 3 Centers, 3 Left Wingers, 3 Right Wings, 6 Defensemen and 2 Goalies.
You can have a maximum of 50 players on your roster at all times (Pro and Farm). The Pro roster can hold a maximum of 25 players, same goes for the farm roster.
Farm Rosters:
The farm rosters are made up primarily of the young players each organization is trying to develop. A maximum of 25players can be held on the farm. Any player that doesn�t meet the waiver requirements will have to clear waivers to be sent to farm.
Any player that is making $1,500,00/ Year or more can not be sent to farm, as they will be automatically on 1-way contracts.
All players on the farm will be making 10% of their total annual salary.
AMENDED: Each team must have a MINIMUM of 2 C's, 2 LW's, 2 RW's, 2 D's and 1 G at all times on their farm team
Prospects:
Each team can keep a maximum of 20 prospects on their prospect roster at one time. You will need to sign, trade or release prospects to stay within this prospects limit, prior to the start of the next regular season. If a team has more than 20 prospects in their system at the start of the season, and hasn�t given the league a list of which prospects they will release, the league will automatically make releases to fit this number, starting with the last prospect name as it appears on each team�s prospect page.
Any prospect which is signed goes directly to farm team any prospect which is released is eligible for the next draft.
Activation of a prospect:
To activate a prospect you must e-mail the commissioner with the name of the player you want activated as well as links to information about that player. It could be from hockey�s future or tsn.ca or any other legitimate sports site. The player will then be assigned ratings and put onto your farm roster. Prospects are automatically signed to 3 year deals valued at 500,000$ / Year.
Entry Draft:
The entry draft will be held after the Stanley cup has been awarded. The order of the picks will be the reverse order of the final standings. The Entry draft will consist of 5 rounds. The players available will be released prior to the end of the regular season.
Captains/Alternates:
At the start of the season a team must name a team captain as well as two assistant/alternate captains. Upon naming your captains those players will automatically be given an increase their LD rating. A team captain will be given an additional 15LD points where as assistant/alternate with receive an increase of 10LD points. Once the season has commenced you cannot change your captains unless they have been traded. A newly acquired player can be named in his place, however your captains cannot change throughout the season. You will be eligible to change your captains prior to the commencement of the next season.
Should you acquire a player that was the captain of his prior team he will automatically lose the increase in LD points he received upon being named captain of that team. Same goes for alternate/assistants.
Goalies are not eligible to be named a captain or alternate/assistant.
Coaches:
All teams will have a head coach. There will be a list of available coaches and their ratings prior to the start of the season. You will be obligated to have them signed to a contract before your team plays it�s first game in the league.
Coaches will affect game play. They all have the following ratings:
OF- offense, DF � defense, LD � leadership, and EX � experience. All these factors influence the team�s play.
At any time � during a season, or in the off-season, a team can choose to fire their coach. If they do, they will need to buyout his contract They can then hire a new coach.
If a coach is not already in the sim, then we can create a new coach, upon a team�s request. That coach will be created with ratings based on documentation provided (links to websites that have discussed the coach�s experience).
This coach is then created into the system, and joins others there, that are currently without contracts
Former NHL players can be created as head coach as well. We all know though that some of them may not have any coaching experience, so please provide us with a link to some information regarding that player when he used to play and we will make an assessment on that and produce ratings. Please note these ratings will not be very high, but as play continues and seasons continue these ratings will change just as player ratings change.
Regular Season Waivers:
Any player who is over 24 years old (so 25 or older in the SIM), will have to clear waivers to be sent down.
Any player can be sent down to the farm If he has played 10 games or less on the pro team regardless of age.
Example: 27 Year old rookie Mark Streit has played 10 games, he will NOT have to clear waivers to be sent back to the farm team. However, once he is called back up and plays his 11th game he must clear waivers.
A veteran must clear waivers to be sent to the farm team.
Example: Steve Yzerman has played 149 games in the league, he can still be sent to the farm without clearing waivers(granted he passes the other above exemptions) once Yzerman has played his 150th career game, he must always clear waivers to be sent down to the farm team.
Lines:
Lines will be required upon several occasions. Lines are pretty much the main form of activity. Activity is not defined as making trades, and posting on the message boards. It is a combination of a lot of things beginning with your lines.
Lines will be required at least twice a week plus in other situations outlined below.
Lines are to be done in GM Editor in which you must all have prior to the start of the season.
1B) Trades- Once a trade has been processed you are obligated to send in a new set of lines reflecting the change to your roster prior to your next game.
Exception: Should it be a trade containing only prospects, cash, draft picks and farm players such is not the case. Should you be acquiring a pro team player you will be obligated to send in a new set of lines.
1C) Injuries:
Injuries are a part of the game and can happen at any given moment. Lines will be required prior to your next game should a pro roster player become injured in the previous game.
A player list a DD (Day to day) is considered to be injured and should be replaced in the line up.
1D) Suspensions:
Suspensions as well as the above mentioned injuries are all part of the game. They can occur at any given moment. If your player has been suspended you will be required to submit news line for the next game.
Trades:
There will be no limit on trading. Tradable assets consist of:
-Money
-Prospects:
-Farm Players
-Pro Players
The trade dealing will be at the 75% mark of the season.
Structure for submitting trades:
You must post your trade on the message board in the appropriate forum (link to come).
An example of a trade post would look as such:
To Toronto:
Saku Koivu
To Montreal:
Mats Sundin
The other team involved in the trade must then reply to that post stating that they agree to the trade.
Re-rates:
Player re-rates will be solely based on their performance in (League name here) The re-rates will be produced by the sim as well as any extra add ons needed.
Out lined below are the statistics used in FHL for player ratings.
Salary Cap:
Yes, after much consideration there will be a salary cap in place starting on day 1 of season 1. The Salary cap will start off at 60 Million $. This will possibly go down over the coming seasons; however that will be a league decision in the future which will be decided based on the input of all the gm�s.
AMENDED SEASON 1: Any team that has gone over the cap will have their highest paid player suspended untill they are back under the cap
Activity Chart:
Activity points will help us in determining which gm�s are cutting it, and which aren�t
I will keep track of all activity points in an excel file which will be made available to the league (maybe).
Activity points will consist of sending in your lines, writing team reports. They will also include writing articles for the league. Participating in league wide votes; hosting the all star game amongst other things. Outlined below is the activity chart and the points awarded for doing them.
Activity points can be used to buy training camps, seat additions as well as other things to be introduced throughout the leagues continuance
The activity chart will be posted on the website for all to see their current status. While I will not divulge exactly how each team has earned their points, I will show a total count, as well as a weekly count.
Should you end up in the negative column you will be removed from the league.
Lines-Sending in your lines as needed, twice per week and after injuries, suspension or trades will earn you 2 activity points.
Team Reports- Each Team report you submit will earn you an additional 3 activity points (Apart for the other 2 mandatory reports you are required to submit during the season)
League Wide news- Writing/Submitting a league wide article will earn you an additional 4 points in the activity standings.
Point Deductions:
Lines- Failure to send in lines as need be will result in a loss of 3 activity points.
Team Reports- Failure to submit your 2 mandatory team reports during the season will cost you 4 activity points.
New Arena Construction
If you become dissatisfied with you current Arena, you may want to build a new arena. Obviously there are costs that go along with it. To create a new arena you have to consider the costs of construction will depend on the size. As well you need to consider the cost to sell your arena and the benefits that you will gain.
How much is your current arena worth?
If you have a building that you did not build yourself, we can assume that the value is $10,000,000 dollars as there is no way to readily determine what the value of the arena is. If you have constructed a building previous and want to make a new one or are moving your team then we will take the book value of the Arena. To get the book value we will take what the Arena cost to make it and subtract depreciation. Depreciation will be calculated on a double declining balance method at 10% a year.
Example
You built an arena in 2005 for $50,000,000. In 2010 you decide to build a new arena for bigger capacity. To get the current book value I will calculate it for you using a spreadsheet.
2005 Book Value: $50,000,000 � ($50,000,000 x 10%) = $45,000,000
2006 Book Value: $45,000,000 � ($45,000,000 x 10%) = $40,500,000
2007 Book Value: $40,500,000 � ($40,500,000 x 10%) = $36,450,000
2008 Book Value: $36,450,000 � ($36,450,000 x 10%) = $32,805,000
2009 Book Value: $32,805,000 � ($32,805,000 x 10%) = $29,524,500
2010 Book Value: $29,524,500 � ($29,524,500 x 10%) = $26,572,050
So you will receive $26,572,050 for your arena.
How can I finance the construction of a new arena?
The first and easiest way is to sell your arena and use that money to pay for the construction of your new arena. The other way to finance your new arena is sell the Naming Rights to your arena, such as the Bell Centre in Montreal or the Continental Airlines Arena.
We will be putting out offers for naming rights on the endorsements page. Naming Rights will pay a certain amount of money per year. However the naming rights will have conditions to them. To illustrate the point I will use an example.
Montreal is building a building to replace the Bell Centre. They want some naming rights. They chose the �Nike Sports Arena.� The deal is a ten year deal and there are some conditions. The deal is worth $2,500,000 a season.
Conditions
Years 1 & 2 of operation the arena must have an average attendance of 95% of capacity.
Years 3 � 5 of operation the Team must maintain 90% capacity.
Years 4 � 7 of operation the team must make the playoffs every year.
Years 8 � 10 of operation the team must maintain 80% capacity.
The deal cannot be voided until it is up, if you do not meet the requirements you will not receive the money for that year. For example, Montreal meets the requirements in the first two years and gets $2,500,000 each year. However in Year 3, the average attendance fell to 88% and therefore would receive zero. However in year 4 they have 91% capacity then they would receive $2,500,000 again.
The deals will usually run $1,500,000 to $2,500,000, depending on the difficulty of the conditions. If the conditions are easier it will be worth less.
One point to note, current buildings can get naming rights by changing from their current name to another that will be listed on the Endorsements page.
How much will the arena cost?
The arena will cost a base amount multiplied by a fixed cost per seat. The actual base amount will depend on what city it is in and other factors. But for an example on how this will work, consider the same Montreal that we used in the other example. Say they want a 25,000 seat arena. The base cost is $30,000,000 and the cost per seat is $150.
Total Cost = Base Cost + (Seat Cost x Seats)
Total Cost = $30,000,000 + ($150 x 25,000)
Total Cost = $33,750,000
Your arena will cost to build will be $33,750,000.
The Arena costs a lot; I can�t afford to pay for it in one year.
Arenas do not have to be paid all in one year, unless you have the funds to do so. Normally their will be five years period where you can pay off your debt. Carrying the Montreal example through;
Cost of new Arena: $33,750,000
Money received for Selling Arena: 10,000,000
Assuming you use the money you got for selling the old arena for financing the new one, all Montreal needs is $23,750,000. Now that will have to be paid over five years.
$23,750,000 / 5 = $4,750,000 per year will need to be paid.
But remember you have the money from Naming Rights that you can use. So in the first two years we have Montreal meeting the requirements so they will have $2,500,000 to use to pay off the arena. So now Montreal only needs $2,250,000 million to be pay for the arena.
You arena payment will be done at the end of the year when bonuses are paid out.
Expansion:
As IWHL only begins with 22 teams� expansion is a possibility in which the league is evaluating. Once this decision has been reached, this section of the rules will be modified.
Free Agency:
Free agency negotiations will be done through your respective player agent. All player agents will be given guidelines prior to the commencement on the free agent signing period.
No trade clauses will be allowed, as will performance bonuses which will be at the discretion of the player agent.
Once the playoffs commence you will be able to re-negotiate contracts with your unrestricted and restricted free agents. Negotiations will end Midnight prior to when the Unrestricted free agency season begins.
Should one of your restricted agents chose not to sign with your team and decides to sign
Elsewhere; your team will be given compensation in which the GM of the new team must negotiate with the GM of that player�s prior team. The compensation can be in the form of draft picks, money or players. The league will then evaluate if the compensation is fair or not. Each gm is also given one opportunity to match the offer of the other team; you have 48 hours in which to do so if not the player will sign with the other team.
All-Star Game:
Every season there will be an all-star game, the host city will be determined 2-3 prior to the date of the game. Teams will be eligible to submit their proposals to host the all star game upon the start of the season. The league will vote on which city eventually gets to host it. The league will also vote on the starting rosters for the game. 2 Gm�s will then be selected to guide the western and eastern all stars. The gm�s chosen will received added points to their activity points, as will the gm of the city which is chosen to host the game.
You will not be eligible to vote for your own players out of fairness to all involved. Voting is mandatory.
Awards:
Awards will be handed out at the end of the season to deserving gm�s, players and teams.
Aside from the regular awards handed out, we will hand out as well the following awards.
Each award comes with a financial reward which will be determined prior to the start of the season.

Endorsements:
Endorsements will be posted on the site along with their costs, requirements and pay outs. You are not required to sign endorsements however it is recommended if you decided on eventually re-locating your team or constructing a new arena.
There will be various kinds available to be signed along with TV contracts as well. All are beneficial to help ensure your team remains on the positive side in the financial side.
Training Camps:
Training camps will be put in place for season 2, therefore this section will be updated during the season. There will be several camps to chose from.
