By this time, the efforts of PDPA to impose a socialist revolution in all the countryside met a violent backlash. Some disciples specified that the objectives acknowledged of the mode to reduce the injustices and repressive measurements of the feudalism tribal of Afghanistan were justified. The program of the mode of the revolution recommended to redistribute the monopolized ground possessions, to relieve the rural statute of bilateral bilateral contract, to reform the lines of the marriage of the women, and to proscribe the old habits which supported to the top of the heads and Mullahs tribals. But measurements were imposed authoritative, and the inevitable resistance of the holder of piece feudal and the heads, the pawnbroker, and the mullahs tribals was met a repressive model of the arrests and tests of synopsis. Many mullahs was among those stopped and much of others their positions were ejected. The provincial administration in a great outing in the country was placed under the central ordering of the Communist Party. 41

The armed opposition burst. In November 1978, the intelligence of the USA announced that the combat in the provinces climbed, and that the insurrectionists seemed to have taken the order of great areas of Afghanistan of north and east. The insurrectionists supposedly received arms and helps of the ethniques organizations of guérillero of Pashtun operating starting from Pakistan. The intelligence announces that the fidelity of the army eroded were confirmed when the commander of the Afghan army corps in Qandahar, in Afghanistan of south-east, was stopped to support the insurrectionists. Soviet military advisers supposedly had been assigned to the Afghan units directly occupied fighting the insurrectionists. The analysts of intelligence of the USA learned that a Soviet military adviser concluded that a great Soviet military advisory presence would be necessary during several years. 42

In December, Taraki and Amin flew to Moscow on which analysts of the USA interpreted like mission to gain the assistance increased to fight the insurrection. December 5, the two governments signed a treaty 20-year on the "cooperation and the friendship." The evaluations of intelligence of the USA specified that it did not include any explicit mutual obligation of defense and contained a clause referring to the non-alignment of Afghanistan. But the treaty also included an article under which the two governments would continue the military co-operation and "consult one the other and take suitable measurements to ensure the safety, independence, and the territorial integrity" of the two states. Because the report of intelligence specified, the Afghan government could invite this provision to require the military aid of the USSR. 43

The treaty of December 5 marked the beginning of a turn in the policy of the USA. The former Secretary of State Vance has since said that Washington saw the treaty "as Soviet reaction to the fact that the principal cities of outside of the authority of Kabul had broken down." The former adviser of national safety one reports that that Brzezinski indicates in an interview after having left the office that while the United States continued strict adherence with the injunction of President Charretier against the direct assistance of the USA and the use of the weapons of the USA to support the Afghan insurrection, the C.I.A consulted with the government of Pakistan on its support with the forces of opposition. At the same time, however, the hopes reflecting the USA apparently to offer solutions of replacement of Amin and efforts of Amin to the concern of the USA of assuage, Washington agreed to take again a small program to train the Afghan military officers in the USA which had been cut out after the blow of April. 44

In mid-January 1979, a force of guérillero made up of Afghan refugees of Pakistan carried out an incursion on a provincial capital—Asadabad—near the border of the North-East of Afghanistan, and seized a garrison of army there. The guérilleros were led thereafter outside, but could briefly hold the garrison because the Afghan commander had already secretly passed to the insurrection. That the same month, intelligence of the USA announced that a Soviet military delegation on high level had arrived to Kabul to discuss more Soviet military aid. By this time, according to the information of intelligence of the USA, the number of military advisers had been increased with as much of as 1.000, with 2.000 more political and economic advisers Soviet also in the country. 45

February 14, the Dubs Ambassador of the USA was removed in addition to streets of Kabul by an Afghan cell extremist of anti-government. The kidnapers offered to permute it for the release of a group of their heads imprisoned by the Afghan mode. The mode refused to treat the delivery ones, in spite of the requests of the embassy of the USA. Copies were killed a few hours later when the Afghan police force stormed the room of hotel where the terrorists held it. According to reports'/ratios' of intelligence, Soviet advisers were seen accompanying the Afghan forces which carried out the incursion. With some elder civils servant of Washington, the refusal of the Afghan heads to accept the responsibility or to make excuses for the action reflected us their anti -, folded pro-Soviet. One week later, the administration of Carter cut his already modest economic aid and countermanded its plan to form a restricted number Afghan military officers. 46 The fact that the massacre of the ambassador occurred for one month after the Shah of Iran was évincé in a seizure of power by an Islamic fundamentalist mode could have influenced the reaction of the USA.
