By: Mr. Ashok Kumar Bayanwala

1 anna embossed envelope issued for local delivery.

The new 1 anna local delivery envelope bearing the emboss of the “Ashokan Capital” was issued to same 25 cities as of stamped postcards of local delivery which is stated above on 2nd October 1950, vide Postal Notice No.32 dated 11th September 1950. The stationery charge of 2 annas for a packet of 16 envelopes or 3 pies for two envelopes would continue to be levied, as hitherto, in addition to postage on the new 1 anna embossed envelope as well. A packet of 16 embossed 1 anna envelopes were sold for 1 rupee and 2 annas and 2 envelopes were sold for 2 annas 3 pies. The new envelopes were made of azure laid paper as distinct from the buff wove for the 2 annas embossed envelopes.

The concessional rate of postage for local delivery letters was abolished, on and from 1st May 1951, vide Postal Notice No.6 dated 24th April 1951. With effect from 1st May 1951, the postage on all inland letters and business reply envelopes, whether for delivery in the local delivery area or outside, would be 2 annas for a weight not exceeding 1 tola and 1 anna for every additional tola or fraction thereof. The postage on local delivery postcards would remain unchanged at 6 pies each.

Consequent on the abolition of the local delivery letter service from 1st May 1951, the stocks of local delivery envelopes, embossed as well as blanks held in post offices have become surplus. Therefore, the stationery charges of 3 pies for 2 envelopes (stamped or blank) was abolished on and from 1st May 1951, vide DGPO Circular N.11 dated 10th May 1951. After abolition of stationery charges on such embossed and blank envelopes, it was decided to issue them, after affixing required stamps, against demands for 2 annas embossed envelopes, vide DGPO Circular No.13 dated 19th May 1951. Local Delivery Postcards scheme remained after 30th April 1951 and continued till 30th April 1963. It was withdrawn on and from 1st May 1963.
