Minutes of Spring Meeting, April 29, 2006, 10:19am-12:56pm
Tippecanoe County Public Library, Lafayette, Indiana

Present: Jos Holman (Tippecanoe County Public Library), Dorothy Washington, (Purdue University), Valentine Muyumba, president and presiding (Indiana State University), DeLoice Holiday (Indiana University-Bloomington), Grace Jackson-Brown (Indiana University-Bloomington), Michele Fenton (Indiana State Library), Marcia Smith-Woodard (Indiana State Library), Samuel Custard (Gary Public Library), Monique Threatt (Indiana University).

  1. Approval of Minutes, November 5, 2005 Spring Membership Meeting

    • Grace Jackson-Brown made a motion to approve minutes. Samuel Custard seconded the motion, and the motion carried.

  2. Treasurer's Report

    • Jos proposed that IBLN move its checking account to another bank. Currently account is with Chase (formerly BankOne). Account with Chase was free for one year. Three dollar monthly charge now being incurred Chase only offers free business checking for one year.

    • Regions Bank was suggested since accounts remain free (no charges). Marcia made a motion that the account be moved and Michele seconded the motion. Jos will move account next week. Will try for May 1st.

    • Two new members have submitted dues and have been added to listserv---Daniel Weinberg (Gary Public Library) and Constance Scott (Indiana Tech-Ft. Wayne).

  3. Old Business

    1. Membership

      • Jos and Samuel suggested moving meeting North (at least once) for librarians in Gary, Hammond, East Chicago, and South Bend. Gary or Hammond could be possible sites for fall meeting. Dates in October or November to be considered.

      • Monique suggested that IBLNs logo be included on renewal form. Dorothy recommended that IBLN lists on the renewal form how dues are used. This may encourage new membership

      • IBLNs fiscal year runs from July 1-June 30. Any renewals between now and June 30 will go towards the 2006/2007 fiscal year.

      • Sending flyers to libraries regarding IBLN meetings, offering institutional membership, holding meetings during ILF, and extending membership to non-African Americans, were discussed as ways of getting more people involved in IBLN. Valentine suggested that Other be added to the membership form. Other would include board members, retirees, etc. Fee for Other would be $20

      • Valentine said to be taken seriously IBLN needs to show activities/tell what were doing .Grace echoed Valentines suggestion, adding that benefits could include continuing education, networking, and adding diversity to the library field.

      • Jos made a motion that the membership application be modified to include scholarship donation option, a line for other, the dues for other listed as $20, and the IBLN logo. Marcia seconded the motion.

      • DeLoice moved that if people are paid members by July 1 theyll be added to the listserv. Samuel seconded the motion.

  4. New Business

    1. Next Slate of Officers

      • Grace recommended that we have other people run for office and that Jos, Michele and DeLoice run for re-election. Creation of a nominating committee.

      • Monique nominated Marcia for Vice-President/President Elect.

      • Samuel will nominate someone from his library. Valentine thought this was good idea since meetings will be moving north to allow Gary area people to become more active in IBLN.
      • DeLoice stated shed contact Notre Dame people and people in South Bend (IU-South Bend and South Bend Public Library). Samuel recommended contact librarians at IU-Northwest and also libraries in Fort Wayne.

      • Valentine and Jos recommended putting a notice on the listserv reminding people to renew and vote. Only paid members can vote.

    2. Scholarship

      • Dorothy suggested we award a scholarship during ILF to show that we support bringing diversity to the library profession. Valentine recommended identifying MLS students to award scholarships to.

      • Samuel felt that this scholarship is a good way to help people complete MLS. Hes working on tuition reimbursement for staff at his library. He along with Jos and Valentine stressed the importance of building black librarianship in Indiana.

      • Michele asked question regarding whether person will be required to attend school in Indiana. Jos answered that we hope they would and that this can be discussed further once IBLN begins creating requirements for the scholarship.

      • Jos talked about adding scholarship donation box on renewal form which would be similar to the on BCALAs form. Valentine talked about Indiana tax laws regarding donations.

  5. Reports from Subcommittees

    1. IBLN Website

      • Samuel said that Lakeisha Abram-Bridgewater and Josh Arnold from his library can work on our website. He'll see that their membership is paid.

      • Delloice talked about blogging and adding newspots (e.g. Whats Going on At Your Library?) to our site to help people get to know each other. Valentine recommended that Black History be added to our site.

      • Dorothy Washington suggested adding the article in the Indianapolis Woman on Wilma Gibbs (Indiana Historical Society) and the article submitted by Dorothy to BCALA about IBLN to the website. She emphasized that the BCALA article provides a historical record of the organizational meeting and the persons who were in attendance. She stressed the importance of getting copyright information.

      • Jos and Valentine suggested that we add the website fee to budget and let Yahoo! know were a non-profit. Maybe they could invoice us and we pay $60(fee is $5 a month) by check or direct withdrawal from our bank account. Website will be kept where it is.

      • Michele suggested that famous black librarians be added to the website. She also suggested adding links for career/job announcements on website (e.g. Indiana State Library, ALA, ACRL, & Library Journal)

    2. Recruitment Committee

      • Marcia, Samuel, and Rene Greenleaf (Hammond Public Library) willing to work on committee for recruitment

  6. Other Announcements

    • Grace announced that Indiana University will close three libraries of its campus libraries: School of Journalism Library, School of Library and Information Science Library, and the African American Culture Center Library. Reasons for closures were that based on statistics these libraries were being underutilized and the university budget.

    • Jos asked everyone if theyd like to reimburse Grace for providing condolences for Valentine. $70 (est.). Everyone agreed.

    • Joint Librarians of Color Conference will be held in Dallas, TX, from October 11-15, 2006.

    • ALA will be held in New Orleans, LA, from June 22-28, 2006.

    • Indiana State Library's director resigned this past December. Governor Mitch Daniels would like to be involved in the Indiana Library & Historical Board's search for a new director. The governor wants the Indiana State Library to be more like the Library of Congress.

  7. Adjournment

    • Meeting adjourned at 12:56pm.
