Minutes of Spring Meeting, April 23, 2005, 10:30am-1:30pm

Present: Rinata Davis (IUPUI SLIS student), Michele Fenton (Indiana State Library), DeLoice Holliday (IU Bloomington), Jos Holman (Tippecanoe County Public Library), Grace Jackson-Brown (Presiding, IU Bloomington), Valentine K. Muyumba (Indiana State University), Christine Robinson-Nkongola (Indiana State University), Marcia D. Smith-Woodard (Indiana State Library), Monique Threatt (IU Bloomington), and Dwuan Watson (Howard County Public Library Kokomo).

Approval of Minutes, October 16, 2004 Fall Membership Meeting Under the subheading Discussion of co-sponsorship of Diversity Committee Program at Indiana Library Federation Conference in March 2005, Jackson-Brown recommended that we strike in name only, and Holliday recommended that we strike but only as a last alternative. Holman made a motion to approve the minutes with corrections. Muyumba seconded the motion, and the motion carried.

Treasurers Report Treasurer Holman will post the treasurers report to the IBLN listserv. Since October 2004, Holman has taken the following actions:

  • Deposited the cash money received from President Jackson-Brown into the Bank One Checking Account
  • Prepared 2004-2005 Budget information for membership review
  • Received a copy of the IBLN Membership Form from Secretary Threatt and made copies of it
  • Prepared a list of names, email address, phone number and workplace information for IBLN members who attended the October meeting
  • Verified our checking account current balance of $345.00.


Holman will take necessary steps to approve an official budget for IBLN, and record any IBLN expenses as they occur. Old Business

  1. Report on application process for 501(c)(3) status - one reason to request a 501 status is that it will allow IBLN to apply for grants. Jackson-Brown and Muyumba contacted Indiana University Librarians Association (InULA) and Indiana Online Users Group (IOLUG) as models for application processing. These organizations have existed for 30 and 35 years respectively, and were unable to provide assistance for neophyte organizations.

    Jackson-Brown asked IBLN members to consider hiring a lawyer to help fill out the 12 page document. After much discussion, it was noted that IBLN is a relatively new organization. To hire a lawyer at $75-$100 an hour, coupled with the 501 application processing fee ($125), and Black Caucus (American Library Association) affiliate fee ($125) would deplete the current treasury plus some. The committee suggested that the funds would best serve scholarships to black paraprofessionals, and students. Watson further suggested that IBLN research organizations which may offer free filing application workshops, such as the Small Business Association. Jackson-Brown intends to discuss this issue with the Black Caucus. After much deliberation, it was suggested that IBLN table this discussion until the spring meeting in 2006.

  2. Establishing IBLN Listserv-Accomplished! Holliday created the IBLN listserv, and will serve as moderator. The listserve was compiled based on a mailing list provided by Dorothy Washington (unable to attend). Currently, we have @50 subscribed to the list. Threatt made a motion to post the minutes on the listserv. Davis seconded the motion, and the motion carried.

  3. Report on creating an IBLN Web site - IBLN is an official affiliate of Black Caucus and therefore deserves a website. Holliday, Fenton and Davis have agreed to create a website and will work with the executive committee for input.

  4. Report on the Black Librarians Obituaries Project This project is under the auspices of the Black Caucus, ALA. Holliday reported that she identified two African American Bloomington Librarians to be added to the list Samuel Saul Dargan, LLB 1909--librarian and curator of the IU Law Library until his retirement -1954, and Mary Alice Clinton Evans, long-tenured teacher of Banneker School (colored School in Bloomington--1920s-1951). Holliday will forward her findings to Dorothy Washington. Muyumba is working on creating a living directory of black librarians.

  5. Report from the ALA Black Caucus Affiliates Committee Jackson-Brown met with the Black Caucus at mid-winter meeting in January. She met with Lani Westbrook. The Caucus acknowledges IBLN as an affiliate chapter. However, the Caucus is still codifying what affiliate status means. The Caucus hasnt established an affiliate fee structure yet, but Jackson-Brown believes it will be $125.00. The Caucus will help with publicity, and publish affiliate news in the Caucus newsletter. Jackson-Brown will have more information available at the fall 2005 membership meeting.

  6. Report regarding joint projects with Indiana Library Federation (ILF) Program at ILF State Conference Jackson-Brown presided over the ILF program. There were @12 people in attendance. Jackson-Brown ([email protected]) has a copy of the PowerPoint presentation if anyone is interested.

  7. Report regarding co-sponsoring of writing Indiana State Librarys Application for an IMLS grant proposal - Smith-Woodard reported that two meetings have taken place to discuss an IMLS grant proposal that is due December 15, 2005. The goal is to first create a survey to find out where the black librarians are. The next step is to write a grant for several programs a Metro Intern Program is designed to implement an internship program at the any of the metro-areas. Davis did her internship for free at the State Library. ACivil Leadership Program will promote a duel MLS and Public Administration degree through SLIS and SPEA. The idea for an Indiana Media and Technology Mediators Program is not likely to be funded at this time.

    Several representatives are working together to apply for the grant. They are: State Library, IU Bloomington SLIS, Anderson Public Library, INCOLSA, ILF, and hopefully IBLN will want to be involved. Smith-Woodard will contact Holman and Jackson- Brown with details for the next scheduled meeting. It was also suggested that Tracy Hall, ALA Diversity Officer be contacted for advice and input. New Business

Request to co-sponsor Indiana Library Federation Diversity Summit/Conference (October 24, 2005), DePauw University, Greencastle, IN Jackson-Brown received a request from Linda Kolb, Indiana Library Federation (ILF) Administrative Director, asking that IBLN co-sponsor the Diversity Summit/Conference in October. The summit will be a full-day conference aimed at introducing and creating a foundation for diversity in libraries. Presently only two speakers are planned for the summit, Mitzi Martin and Sandra Lee, both are attorneys with the Indianapolis law firm Baker and Daniels. Sandra Lee is African American. Speaker bios can be found with a Google search. The committee was concerned that ILF had already written the grant, created an agenda without input from IBLN, were not given enough time to respond, and that the diversity fair encompass issues related directly to race, not just gender, GLTB, or senior citizens.

Jackson-Brown has been tasked to find out more information. Jackson-Brown will keep the committee informed via the listserv. Muyumba made a motion that Jackson-Brown find out more information, and post the information to the listserv for discussion. The final decision to co-sponsor the event will be made by the IBLN Executive Committee. Holliday seconded the motion, and the motion carried. (In retrospect, Jackson-Brown provided the listserv with full details about the event on 4/27/05.)

Report from 2005 IBLN Election Committee and slate of candidates Muyumba reported that she has not received any nominations. A call for Nominations from the floor was made. Muyumba will contact nominees by phone and forward those ballot nominees to Holliday to be posted on the listserv. Final ballots will be mailed to Jackson-Brown. May 29th will be the final day for counting the votes. More details to follow on the listserv.



Other Announcements from the Meeting Floor

Davis is willing to create an IBLN Calendar of Events once the IBLN website is established.

IBLN need volunteers to work on the following committees. Each committee is tasked with creating a brief mission and goal statement of said committee.
