| Overview of the Program |
| The program services 14 urban barangays of Silang, Cavite comprising approximately 5,000 households, 300 business establishments and th public market with 7 tons collected daily. Of the total monthly collection, the program recovers 25% of the waste; the rest are the residual wastes. Due to segragation at source, the informal sector are also able to recover an estimated 15% - 20% recyclables from the households and the public market. |
| Legal Framework |
| The Silang Waste Management Program is governed by Kautusan Bilang ML011 S99 which was passed in 1999. It was also in 1999 when Silang formulated its Five Year Solid Waste Management Plan. The plan provides for a phased expansion of program coverage from the existing 14 barangays to all 64 barangays by the fifth year. The Office of the Mayor also passed Executive Order No. 001 S99 creating the Project Management Office of the Silang Waste Management Program and appointing the members of its Executive Committee. |

| Silang, Cavite was founded in 1571. It is located 45 km. south of Manila. It has an estimated population of 160,147 (National Census 2000). It is composed of 14 barangays. Its urban population is located in two clusters. Metro Silang area has 16 barangays and Bulihan area has 11 barangays. It is a Class A town with an annual income of P80 million. It is a rural town in transition to ubanization. It is actively engaged in the production and trading of pineapples, coffee, vegetables, coconuts and bananas and poultry. Since 1996, about 2.5 billion worth of investments have been poured into Silang by investors. There are two special economic zones in barangay Maguyam--the Daiichi Industrial Park and the Sterling Techno-Park. Seven housing projects are being constructed in a 500-hectare land in the eastern portion of the town. |
