| The Silang Waste Management Program was formally launched in March 1997 but its conception evolved over several starting with the establishment of IDEAS composting facility in 1989, the conduct of barangay based pilot project in 1991; the formation of the Silang Zero Waste Action Team, a multi-sectoral organization formed in 1994 after the conduct of a Zero Waste Management Seminar sponsored by the Development Academy of the Philippines, the Presidential Commission on Tagaytay-Taal and the Municipality of Silang; and finally the submission and approval of the Silang Waste Management Program proposal submitted by IDEAS to the Sangguniang Bayan in 1996. The Sangguniang Bayan of Silang passed Resolution No. ML060s.96 endorsing IDEAS as lead agency in the implementation of Silang's municipal waste management program. The Foundation for a Sustainable Society, Inc. provided financial and technical assistance to the program. |
