CLIMATE CHANGE PROPOSAL

To take climate change seriously, the only way is to calculate today�s global greenhouse gas emissions. Divide this number by the worlds population and hey presto. You have your baseline per capita carbon credit.

Now each country has its allowance, this number is then reduced in coming years to the levels required to fight off catastrophic feedback mechanisms kicking in place. Those countries that have a surplus of carbon credits can trade with countries that by necessity will need to purchase more. It all sounds perfectly reasonable if not even remotely feasible.

The bottom line is that once the allocations of carbon credits for any one year have gone, they have gone. Then what happens? Like a conjurer�s trick, more will be created. I mean to say; however grand the scheme is in theory, in practice the US will continue to burn as much fossil fuel as is necessary to maintain the US economy. It will simply borrow or print more money to pay for more carbon credits on credit. The US will not be alone in this endeavour. Germany and Russia will be close behind, as well as many other countries in Europe and undoubtedly Japan amongst others. In fact all countries with a high GDP per capita will be forced to hand over vast sums of money to more underdeveloped countries such as India, China and Africa.

Within a short period of time, the system will collapse over detail and defaults. It will all become somewhat of a circus I imagine, especially considering that countries such as the US would never agree to such an extreme proposal in the first place. (however fair)
