Verb to be corresponds to two different verbs in Portuguese: ser and estar. Generally speaking, you should use:

1. Verb ser to talk about permanent states and situations, and also to talk about people's qualities;

2. Verb estar to talk about temporary states and situations, and also to talk about location and people's state of mind.

Verb estar presents a lot of irregularities, so you must learn its conjugation by heart.
