| Second Edition Rules for Axis & Allies: 1. Can a transport go into battle with troops on board, retreat from the battle because the sea zone has not been cleared and still land the troops in friendly territory? (i.e. A battleship and transport carrying two men invade a country with the sea zone occupied by a sub. The sub kills the battleship and the battleship missed the sub. Can the transport retreat back to where they came from and drop off troops on the non-combat sequence on land? Or are the troops stranded on the transport if it retreats?) Answer: It can unload. 2. Can you send planes to bomb unoccupied sea zones during the combat movement phase to prevent a sub from retreating? Answer: No 3. Can you pick up two men with a transport and unload each man in two different land territories in the same sea zone? Answer: No, Once a transport drops a unit or units off in ONE country its move is over. This is NOT an example of bridging. 4. Do planes, including bombers have to undergo a round of AA fire on the non-combat movement phase of a turn? Answer: No 5. Can you, during the non-combat phase of a turn, reinforce a country you just took over with an AA gun? Answer: Yes, this includes all land units but not planes/bombers. 6. What is Bridging? Answer: see page 16 of the AA rule book and the four page rules clarification page on this rule. For transports, once you drop off a unit, It's move is over! The only time you can ever spilt the troops is by "Bridging." If a transport is in a seazone adjacent to two coastal territories you owned at the start of your turn, it can transport land units without moving. You can also bridge a transport after it moves, however it can not move again. Then and only then can you drop off men in two differnet countries from the same sea zone! Europe and Pacific Q&A 1. If a sub is attacked and missed in a sea zone, it submerges, on the next turn when it pops back up, enemy ships are still present, can it run or does it have to fight? Answer: It can move (since it is its turn) during combat movement, even if this movement prevents combat. 2. After a continuous barage of demands, we have installed the bid system to both the Europe & Pacific tournaments to help determine who will be what side. This seems to be the best way of determining this. The bids work like this: BIDDING: In Pacific, the actual bid will be for a number of I.P.C.'s that the Axis will give the Allies (US & UK only) before the start of the game. This money is a grant from the bank that does not have to be paid back. This number of I.P.C.'s may be used to buy game pieces only! You may not save the money or use it to purchase Complexes or Industrial Technology. Once the bid number has been determined, the Allies will make their purchase and place all pieces on the game board in territories/sea zones in which either US or UK occupy at the start of the game. US units may not be placed in UK occupied territory/sea zones and vise versa. Also, units may not be placed in Neutral Countries or China. To determine who starts the bidding, one team will flip a coin, and the winner chooses whether to start the bidding or defer. In Europe, the bid will be similar, but will be for the Allies to place units in (US, UK and Russia). This is before the 12 I.P.C. dispersement is given in the game and can not be combined. EXAMPLE OF BIDDING: Team A vs. Team B: Team A wins the coin toss and elects to defer their bid. Team B starts the bidding at "5" I.P.C.'s; next, Team A bids "8"; Team B bids "9"; Team A bids "12"; Team B stops the bidding at "12" and takes the Allies. Team B now has 12 I.P.C.'s to purchase units and place them on the game board in countries and or sea zones, which are currently occupied, by friendly units before play. After placement of these units, the game then starts as usual. (US may have all the money, UK may have all the money (in Europe, Russia may have all the money) or you may split it between the two/three any way you want, but remember no Industrial Tech. rolls, Complexes and any money left over is gone.) |

| 3. Can you move a sub into an enemy occupied sea zone, then submerge immediately without attacking or sustaining defensive rolls at all? Answer: Yes, you can move a sub into an enemy-held sea zone (during combat movement only) and submerge immediately, even if the enemy has destroyers in the zone. One of the best reasons to do this is to prevent transports from loading troops in that zone during the Combat Movement portion of the enemy's next turn. Note, however, that this tactic delays an invasion for only one turn; a transport in a sea zone with enemy subs can't load troops during Combat Movement, but it will be able to load troops during Non-combat movement, either because the enemy subs are submerged (submerged subs don't prevent loading or unloading) or because it survived combat (a transport that survives combat can either load or unload during Non-combat Movement). 4. Are Jap destroyer is the only destroyers that can carry men for amphibious assaults? Answer: Yes 5. I found on the Avalon Hill web page for AA Pacific they have 4 Setup changes: move 2 men, move the sub, 1 less jap boat, and 1 less jap fighter. But the Avalon Hill web page does not show the 5th change, "Add one fighter in India." Answer: There are only 4 changes; �Move 2 infantry from French Indo-China to Hainan �Remove a transport in sea zone 37 (leaving 1). �Remove the fighter on the Marianna Islands �Move the sub from sea zone 20 to sea zone 22. �Due to bidding, the extra fighter in India has been deleted. 6. Destroyers attack on amphibious assaults has been reduced from a �3� to a �2�. The destroyer�s attack and defense roll remains �3�. 7. As part of the Patriotic War rule, the Soviet may change Allied units into their Soviet equivalents. They may now only do this in a territory that contains a Soviet Industrial Complex. 8. Can a Jap Destroyer attack into a sea zone with enemy ships and carry one infantry, drop off for amphibious asault after clearing the sea zone, all on one turn. Answer: Yes. 9. Can a Jap Destroyer carry a tank or artillery? Answer: No. |
