HCSNL is an interactive public service publication featuring news, events, resources, jobs, and free advertising to promote local economic development.  It is a project of HYBRID COMMUNITY SERVICES, and is distributed in paper and web formats each month.  This tool supports a wide range of social programs including the "VDV One Shot Deal" program in which HCSNL provides "emergency rent arrears" payments to assist in preventing non-payment based apartment evictions.  The limited funds consist of grants for working mothers who have dependent children and who currently are, or have recently been the victims of domestic violence.  The aim is to pay the difference between actual rent arrears and the HRA maximum grant amount.
