If you're a new driver lookin for some cheap speed, usually the best and most common way to go is by tuning used cars. The first thing you have to do is get over the stereotype that used cars are only for poor people. Potent, good condition cars can be bought used at an affordable price. So don't bother wasting money on a brand new Civic and then try and make your car fast. It most likely would go over your budget.
