15. The said Board in fixing the price to be paid for articles taken under sections 9 or 10 of these Regulations shall not make any addition on account of the purchase being compulsory, and they shall fix the prices at which articles shall be sold at such rates as will, except under special circumstances, recoup to the Government the cost of purchasing the same and other expenses incidental thereto.

16. Any person authorized by the Governor in writing in that behalf may enter upon and into any land, house or other building in the Colony and examine and inspect such land or building or any part thereof, and, in any case of opposition or obstruction, may use force to effect such entry, examination and inspection, and shall not be liable for any damage directly or indirectly occasioned by such forcible entry.

17. Every person who refuses or neglects to obey or comply with any order or requisition made under these Regulations, or does anything whereby the execution of any such Order or requisition is prevented or hindered, or with intent to prevent or hinder the executio of any such Order or requisition, will be guilty of an offence against these Regulations, and will, on summary conviction thereof, be liable to a fine of not less than 40 - and not more than  �10, or to imprisonment for a term not exceeding three months.

18. If any person shall, by obeying any order or requisition made under these Regulations, be prevented from fulfilling any contract , such person shall not be deemed to have thereby committed a breach of contract, but such contract shall be deemed to be suspended y such order or requisition so far as its fulfilment is thereby rendered impossible.

19. The Governor may, by Proclomation, postpone for such period as he may consider necessary or just or expedient, the time at which any rent or other money shall become due and payable, and particularly may so extend the period of maturity of bills or other negotiable instruments payable in the Colony, and may suspend for such time as he may think right the execution of the judgement of any Court of Civil Judicature and the enforcement of any process of evictment or other process, for the recovery of the possession of property in default of payment of rent, if he shall consider that, owing to circumstances arising out of the state of war or the immediate apprehension of war, the immediate execution of such judgements or enforcement of such process would be inequitable or inexpedient.

20. No person shall despatch any cablegram or despatch any letter from the Colony, or shall deliver any cablegram or letter received from abroad to any residents in the Colony, unless such cablegrams or letters shall have previously been passed by the Censor.

21. Any telephone system which may be established in the Colony will be closed to the public at any time and for any period that the Governor may direct.

22. Sections 1, 3, 4, 5, 6, 7, 9, 10 and 16 of these Regulations shall not apply to any person in His Majesty�s naval or military service, or to any of His Majesty�s ships, or to any property belonging to the Lords Commissioners of the Admiralty or to the Secretary of State for War.

23. The Governor may in addition amend these Regulations and make such further Regulations as he may consider necessary.

A Proclomation!
WHEREAS I, the Officer Administering the Government and Commander-in-Chief aforesaid, by virtue of the power and authority in me vested have by my Proclomation, dated the fourth day of August, instant proclaimed that martial law shall prevail within the limits of this Colony; NOW THEREFORE I, the Officer Administering the Government and Commander-in-Chief aforesaid, by virtue of the power and authority in me vested, DO HEREBY PROCLAIM that, from and after the date of this Proclomationthe Regulations for the control of traffic of vesseld and boats withinthe waters of Bermuda in Time of War, which are appended to this Proclomation, shall come into operation, and thereupon the operation of sections 57, 58, 59 and 61 of The Pilot Act, 1898, and of sections 1, 2, and 3 of The Pilot Act, 1911, of this Colony is hereby suspended, and all Pilots licensed under The Pilot Acts or under the Island Steamboat Act, 1904, of this Colony, are hereby prohibited from leaving the shores of these Islands without permission; AND I DO HEREBY FURTHER PROCLAIM that the whole body of licensed pilots in these Islands are taken on as Government employees, and will receive a rate of pay regulated by me; AND I DO HEREBY FURTHER PROCLAIM that, from and after the date of this Proclomation, the whole body of Licensed Pilots are under the orders of the Senior Naval Officer of these Islands, and of such other Officer as may be appointed to be Examining Officer of vessels; and all Pilots ARE HEREBY FORBIDDEN to leave the shores of these Islands in search of, or to bring in, any vessel except under the orders of the Examining Officer.

   AND I, the Officer Administering the Government and Commander-in-Chief aforesaid, by virtue of the power and authority in me vested, DO HEREBY FURTHER PROCLAIM that, from and after the date of this Proclomation, all persons whatsoever are prohibited from leaving the shores of these Islands without permission: OF ALL OF WHICH all Pilots and all other persons in these Islands are hereby required to take notice and to govern themselves accordingly.
