activity of quality
,condition and
weight certification as per contracted terms ,standards, methods,and parmeteres,and

operative
actions may be brodaly defined in 14 steps as follows:

[1] Recommending appropriately defined inspection and dispute settlement
clauses in the
contract
[2] Recommending appropriate choice of itemised methods and standards
of sampling,and
testing
of parameters in the trading contracts,best suited to the needs
[B] Preparatory action
[3] Interaction with the prospective supplier/s
The supplier's authorised representative is is contacted to obtain
first hand briefing on the
status of cargo readiness for shipment,and physical verification of the
status of
quantity,condiditon
and quality,if advance sampled and tested. If the physical audit reflects
deficiency in
quality,conditin,
and readiness of shippable quantity,appropriate feed back is given to Principals
for needful
action
[4] Cargo Production, handling and shipping plan
Integral to the interaction with the supplier is first hand physical
familiarity with the supplier's
mining,transportation,processing,stock piling, blending,barging,and vessel
loading plan,for a
given shipment
and i'ts bearing on the quality and quantity of a given shipment as
per schedule and contracted
quality
[5] Interaction with the prospective Inspection entity
Designated inspection agency is contacted for review of operations
with the
management,officers and
staff.
The reviw covers appraisal of the infrastructure, operating instructions,available
personnel,sampling,
processing,and testing standards to be followed and time table of activity
till release of
certification
If the review finds deviations from the required minimum standards,a correction
is advised
[C] Final action
[6] Weight determination
IUpon arrival of the vessel,the master and the chief officer are visited
for briefing on the
objectives and
the initial and final draught surveys are witnessed for conformity
with the minimum operative
norms.
If the cargo handling operations also involve physical weighing on
weigh bridges,the weights
are
monitored for re confirming Draught survey Weight
[7] Cargo traceability
Integral to the witnessing activity is establishing approved cargo traceability
during loading,as
several
lots of cargoes are in the proximity of operations,and there is a potential
for
unacceptable,contaminated,
rejected lot/s being carted to the vessel.Monitoring the transportation is
done through out the
loading.
[8] Sampling for shipment quality certification
It is universally acknowledged that sampling contributes to 75-80
percent of the errors in
quality
certification and therefore, witnessing of the sampling operations
is the most critical of our
operations.
The test reports could be as good or as bad as the sample.A missed lot/quantity
not sampled
while loading
cannot be accessed.
Despite it's importance,the field operations are carried out by the
least qualified and lowest
paid
personnel,and the sampling locations at the stockpiles,loading plants,on
board vessels at
anchorages
are the toughest and dirty environs. These are also the least supervised
functions and the
samplers have
a low esteem of their routine,round the clock work.
Therefore ,the activities of incremental collection at stipulated intervals,by
proper tools,safe
storage,labelling,
and sealing is given most importance,through continuous interfacing
with the personnel.
Any deviations are immediately brought to the notice for corrective
action/s.
If the sampling is from a mechanical/automatic plant system,the conformity
and bias,if any,
is investigated before hand.
[9] Primary/ Gross Sample storage,labeling,and sealing
Integral to the sample collection, is proper storage,labeling and sealing
so that the condition of
the sample
material does not change[loss of moisture/fines] before testing,and
therefore the activity is
monitored carefully
.
[10] Primary Sample traceability during transfer to the
Laboratory
Witnessing the traceability of sample delivery to the laboratory is an important
action in our
operations.
Re identification on delivery at the laboratory and integrity/sealing
is checked for conformity
[11] Sample processing
Next to sampling, the processing contributes to 20-15 percent of the possible
errors in the
quality certification
and therefore, our witnessing is aimed at proper scientific processing
to obtain the required
multiple test
materials of required particle sizing and minimum weights of test materials
as stipulated in
standards
[12] Record test Sample storage,retention and test
sample distribution
Mmuliti stage,intermediate level sample materials are to be retained
for re-tests ,if
necessary,and the final
multii test[chemical,physical,special] are to be provided.The record sample
materials are
retained as per agreed norms
and distributed.Witnessing the entire action is our normal operation,culminating
in collecting
the sample/s meant for test
by our Principals
[13] Tests and Analysis
As per contract, multiple tests,physical,moisture,chemical,thermoplastic
and petrographical
are performed
which are witnessed during the testing and analysis.
Conformity of the methods and procedures are checked.
Integral to the teststing is checking the calibration of the eqipment and
apparatus.
Also important is noting the practice of testing to conform repeatibility
[duplicate testing]and
reference with standard
tested materials.
[14] Recording and reporting of findings,and collection of copy
The test/analysis findings are informally recorded as witnessed,and
final report copies are
informally obtained ,and the Principals
are informed immediately.
