William was born to the Windsor family, one of the richest families in England, twenty eight years ago. When he was three, his family adopted Cleopatra. He grew up thinking she was really his sister. Both of them went to a private school not far from each other. He became very protective of his sister. After graduating, he went into the Royal Navy as a JAG officer and kept in touch with Cleo when she was at Oxford.When he got the message about his parents death in Ireland, he also found out that Cleo was not his sister by blood. He decided to move to Port Charles to continue to watch over Cleo, and to open up his own law office, after he gets his papers from the Royal Navy.
William settled into life in Port Charles, playing the watchful protective older brother to Cleo. Few people knew just how much of an act it was. The virus led Sonny to discover the truth about Cleo - she was a con artist pretending to be his daughter. And William was her partner. When the truth came out, many were shocked to discover that William and Cleo were not related but lovers and that baby Angel was really his. He and Cleo left town after Sonny threatened both of them.
