Frank is in his mid 40s and is the son of Mary Scanlon. Frank has a younger brother named Joe. Frank has three children through various relationships: daughter Lark (whom he adopted), Neil (through his ex-wife Courtney), and Christina (Scott and Lucy's adopted daughter).
Frank gave up custody of Christina (now Christine) when he discovered his paternity of the child. Not wanting to disrupt the loving life Scott and Lucy had built, Frank had one day with his daughter to say goodbye. While at the park, Frank was knocked out from behind and Christina's biological mother kidnapped her. When Christina was 4, Julie returned the child to Lucy and Kevin to raise as she was ill and dying.
Frank's anger and resentment of Julie died away and his love for the woman who birthed his child returned. Frank remained by her side while she died. He continued to raise Lark and Neil as a single father but never married after his divorce from Neil's mother. Instead he dated Karen Wexler.
Frank left Port Charles for years after Christine's return (and Karen's death) to travel the world with his son and recently opened a government approved adoption/fostering agency. He moves it to Port Charles, wanting to go back to the town his mother still lives in and is hoping his son will eventually join him.
