States History of Texas Youth and
Government “Youth and Government started life as the
YMCA Model Legislature. In 1946, YMCAs
in Texas built the program from their Hi-Y and Tri-Hi-Y Clubs, holding their
first State Conference in 1947. “Young
men and women from across Texas began making a difference early on. As participants, they learned how to stand
up for their ideas and speak for themselves.
Evidence of their work exists today - many Youth and Government bills
