Chapter Sixty

To manage a country,
is the same as frying a fish.
(Heng: The less intervention, the better it becomes.)

Hold the Dao and stand at its Epitome,
a Holistic Spirit will exist but there will be no deities to worship.
Not that there are no 'deities',
but such deities will not hurt and cause harm to people.
Not only will it cause no harm,
the Enlightened will also not harm anyone.
Since there is no mutual harming
(between the Ruler and the Ruled),
Virtues can be exchanged and all settles in harmony.

(Heng: Although I understand this Chapter and rejoice at its divinity, I still think it is very difficult for normal people (especially modern scholars) to understand what this Chapter is talking about. Firstly, modern people do not really understand what kind of 'Spirit' this Chapter is talking about and the 'deities' mentioned here. I beseech anyone who don't understand to read some basic texts in Indian Philosophy, which might provide some invaluable clues to understand this Chapter. I shall not elaborate.)
