| The federal circuit court serving Wyoming is known for being fiscally conservative and socially liberal. This could be a tremendous asset to us in the event that any FSP reforms are challenged in the courts. Wyoming has libertarian-leaning Republicans and Democrats already serving in important offices, such as US Senator Michael Enzi and State Senator Keith Goodenough. Low highway safety regulations. Highly individualistic society with a reputation for defending state's rights. Wyoming has even bucked both Montana and Idaho over issues related to Yellowstone. Wyoming is constantly bickering with the federal government over land usage, endangered species protection, etc. Known as the "Equality State," Wyoming was the first government in the world to grant women the right to vote, and was the first state to allow women to serve on juries and hold public office. Wyoming is the only FSP candidate state with both a balanced budget and a reserve fund ($1.8 billion). Wyoming has made headlines across the nation for being a low-tax state with a fiscally-prudent government. This means that there will be little pressure to raise taxes in Wyoming. In fact, the legislature is currently considering lowering Wyoming's 4% sales tax. |

| Wyoming Has Less Big-Government Opposition | |||||||||||||||||||||||
| Wyoming has the lowest number of unionized teachers (5,713), and is the only FSP state that forbids both teacher monopoly-bargaining and forced dues. Thus, there are fewer NEA types to oppose us, and what few there are in Wyoming are much less powerful than in other states. Wyoming has the second fewest unionized workers, and is a right-to-work state. Unions are going to be less powerful in Wyoming, and no one can be forced to join a union to hold a job. Wyoming has the third fewest government employees to oppose cuts in services and government down-sizing. Wyoming's only state-wide newspaper, the Casper Star-Tribune, prints more small-government and liberty-friendly articles and letters than any other statewide newspaper in our candidate states. They believe Wyoming to be unimportant, and are unlikely to oppose most of what we do there. |

| In May of 2003, Forbes Magazine ranked Cheyenne and Capser, Wyoming as 12th and 14th best small US cities for "business and careers." Forbes also ranked Casper and Cheyenne, respectively, as the 1st and 2nd best small US cities for "cost of doing business." Click here to see the ranking from Forbes. Bloomberg's Wealth Manager Magazine has ranked Wyoming has "America's Wealth-Friendliest State." Wyoming was ranked the third most "small business friendly state" in America by the 2002 Small Business Survival Index. Wyoming has the second lowest gasoline taxes (behind Alaska) at: $0.13. Wyoming has very low housing costs (outside of the Jackson Hole area). Wyoming provides greater access to urban areas and their amenities than any other western candidate state (Denver - 90 minutes from Cheyenne; Fort Collins - 45 minutes from Cheyenne; Salt Lake City - 90 minutes from western Wyoming).
