8.1. WHO ARE THE BLACK SHEEP OR THE FAILING PEOPLE IN THE CASE PALMA?

The BLACK SHEEP and failing people meant hereby are:                                                                               

a)            RICCARDO GIACCONI, who was the Director General at E.S.O. in the years 1994-1999:

Mr. Riccardo Giacconi received recently (by the 8 October 2002) the Nobel Prize for the Physics, but I “WANT” him, for trying to bring him personally and possibly before of a Criminal Court of Justice.  

In fact, he may have great acknowledgements and also my respect for the science he did. Nevertheless, should a Nobel Prize be also linked to the HUMANITY that the person showed during his life of acting for the science, I don’t know really what the result would be! I am still the living witness of his UTMOST INHUMANITY AND DISREGARD OF ANY LAW: 40 Complaints at the I.L.O. Administrative Tribunal, the “shelved” evidences on the ESO facts and the protection that the Administrative Tribunal is giving to the ESO identifiable with Riccardo Giacconi (for favouring by indecent adjustments and falsity his nomination to the Nobel?) should give enough proof of the facts.

It is sufficient just now to read all my latest correspondence with the ITALIAN NATIONAL REPRESENTATIVES OF THE GOVERNING BODY OF THE ORGANISATION E.S.O., then “Who is Francesco Palma” and especially the section 2.1. above, FOR BEING AWARE AND GETTING PROOF OF THIS SITUATION.

THE CONCERNED FACTS I REPORT IN MY HOME PAGE WERE NEVER IMPUGNED AND COULD NEVER BE DISPUTED DURING SEVEN YEARS IN THEIR TRUTH BY ANYBODY EITHER AT E.S.O., OR IN ASTRONOMY OR EVEN BY THE GOVERNMENTAL REPRESENTATIVES OF THE E.S.O.

NATURALLY THERE COULD BE ALSO A LOT OF E.S.O. PEOPLE TO BE CALLED IN WITNESS, BUT PROVIDED THAT THEY ALSO LIKE TO SHOW A LITTLE BIT COURAGE FOR THE SCIENTIFIC COMMUNITY AND FOR THE WORLDWIDE PUBLIC OPINION, BY TELLING THE TRUTH NOTHING ELSE BUT THE TRUTH.

Shortly, Mr. Riccardo Giacconi, Nobel Price for Physics 2002, may be certainly an excellent scientist for having widened the common knowledge on very far radiating sources in the universe, which may be already extinguished, considering the elapsed million years. That is, Riccardo Giacconi improved surely the human experience on something already dead or lifeless for the mankind’s practical interests of continuing the human life and of developing better human relations for its longer survival in the next centuries and in the universe.

But, surely, Riccardo Giacconi did not know what “mankind” and “Humanity” means: for me personally, he is certainly not at all a Human Being in the common sense of this word and not at all a “Heart of Lion”, knowing what he did at E.S.O. on 1995 and the cowardice, he showed and is showing since then in my case (I am really sorry for this report, but regretfully I cannot find some more gentle words to define this person by my feelings and by the truth nothing else but the truth: by other diction I would not be honest in my definitions hereby before of the worldwide Public Opinion).

 
 
A) ROBERT FISCHER, who was, and still is, the proved father of all dishonesty at ESO and the utmost failing Head of the Contracts&Procurement involved in the reported regretful facts of the ESO (look at section 2.1. above The true facts Palma/ESO).
 
B) WILHELM BUSCHMEIER, who was the failing Head of Administration, involved in the reported facts of 1995.
 
C) KURT ZELLER, who was the dishonest failing Head of Personnel and a re-proved true swindler at ESO in the case Palma.
 
D) W. BRAUNEIS, who was Senior Personnel Officer on 1995, and fierce executor of  Buschmeier’s, Zeller’s or R. Fischer’s directives

E.S.O. may oppose that all people, at letters “b-e” above, do not exist anymore, since their Contracts of Employment with E.S.O. were not renewed and they don’t work anymore for the Organisation: this fact should be also an evidence to the world-wide Public Opinion of an activity of the E.S.O. (Governing Body) against assumed “Black Sheep” (or, the undoubtedly proved delinquent people hereby).

We answer: If this may be true for Mr. Riccardo Giacconi (who by hearsay left on own motion) up to Mr. Brauneis, it is surely untrue for the “FATHER OF THE FAILURES at E.S.O.”, who still remains Head of Contracts&Procurement there, i.e. Mr. ROBERT FISCHER (I also regret to express a crude terminology, but I cannot give fairer ideas by using different words).

As long as the Organisation does not provide a substantiated remedy to its errors, it is like E.S.O. is still upholding failures, protecting “BLACK SHEEP” and therefore it is not excused before of the WORLD WIDE OPINION.

An alternative, that I also proposed, could be that E.S.O. helps and assists me to bring those people, when not working anymore or who do not work anymore at E.S.O. and who remain uncovered by E.S.O. privilege and immunities, before of a CRIMINAL COURT, i.e. an Int’l or National Penal Court of Justice.  But this seems unfeasible, under the actual rights to the Justice of an International Staff Member. Here is also the need to review in whole JUSTICE ISSUES FOR ALL STAFF MEMBERS WORLDWIDE.

At the I.L.O. ADMINISTRATIVE TRIBUNAL:

            TO BE DEFINED, in consideration of the period of grace granted to the TRIBUNAL to issue its last judgements. We reserve the right to give a concerned report afterwards.
