Here is the text of the ENTIRE CORRESPONDENCE between Mr. Palma and the Representatives of the Italian Government
at E.S.O. on end of the year 2002, for reporting them once again and officially
the dishonesty and the fraud sustained at the Organisation.
These letter and Emails are explosive acts
of a situation, that would have deserved at least a clear position by the Representatives
of the Italian Government against the heavy charges Mr. Palma moved, in defence
of the reputation of the Astronomical Institute they sustain.
In fact, should those facts be proved as untrue, that correspondence
would have become an instrument to call Mr. Palma before of a National Court
for a Public Process for an assumed falsity he was reporting.
Instead of that, there was only the attempt
of an answer by Email by part of only one Representative of Ministry, aimed
to discharge his competence and to classify the facts Palma/ESO as expired for
any consideration, as well as Criminal Facts of DISHONESTY and FRAUD, on the
other hand still in progress by a Tribunal on 2003, would be questions to undergo
limits of time, i.e. simply administrative issues instead of what they under
any jurisprudence are, i.e. CRIMINAL ISSUES.
In reality and by Law, the SILENCE AGAINST A CHARGE IS THE ADMISSION OF THE CHARGE ITSELF, i.e. a legal proof of the truth of that charge. THE READER MAY THEREFORE FIND HEREBY THE PROOF OF REPORTED DISHONESTY AND FRAUD at ESO by following acts, which are now also made public in whole:

Prof. Pacini, Dear Dr. Sessi,
Once
again I apply directly to your authorities and bring to your attention that
with your attitude, aimed to ignore me and to avoid any your incisive intervention
in my case with the ESO since the 1995, YOU ARE SUSTAINING THE
DISHONESTY AND THE FRAUD OF THE ESO
AGAINST THE INTERESTS OF THE ITALIAN GOVERNMENT, OF THE ONES OF ITALY AND OF
THE ITALIANS.
THE
DISHONESTY is evident from the fact that by your silence it remains still honoured
in his function at ESO the PROVED DISHONEST FRENCH HEAD OF THE CONTRACTS AND
PROCUREMENT!
This
man, you know him well, was liable of the relevant mistakes(?) of granting firstly
DM 570.949
to a supplier and then to finance the same company, always unduly, with other
DM 6.855.282.
Then,
he himself provoked my dramatic expulsion from the ESO in five minutes on 28.6.1995
and my dismissal, since I was the only ITALIAN in his Department and simply
because I was maintaining as subaltern my moral integrity in above said Procurement
Contracts. All that happened, although the doctors had already recognized my
grave disability from the work at ESO and despite of the fact that an internal
Committee had already recommended an extension of my contract of employment
at the Organisation.
It would be redundant then to talk of the OMISSIONS OF DUTY and
DISREGARD OF ANY LAW of the Director General Riccardo Giacconi, of the falsities
that ESO has told to the Administrative Tribunal of the ILO of Geneva and of
the missed implementation of the written “Assurance” of the former Administrative
Director (G. Bachmann, unfortunately passed away), who wrote on 28.7.1995, as
an Official Final Decision of the ESO, to act in my favour for the remedy of
all the tort I suffered.
ESO
never maintained its promise and no action was ever made.
Then, the failure of WORD of Mr. Block, actual Director of Personnel,
who promised before of the Dr. Sessi on 3.11.1999 to find a solution to my case
of SEVERE DISABLED PERSON of the ESO, nevertheless left since years with no
specific HEALTH INSURANCE: after
three years from that event there are only ESO chatters in merit!
THE
FRAUD is evident from the fact that since more than seven years the ESO by its
failure of omitting to grant me any health-insurance coverage for my case of
Disability of its liability is charging the Italian National Health System (USL)
and the ITALIAN GOVERNMENT (Minister of Health) OF RELEVANT FINANCIAL CHARGES
OF ASSISTANCE TO DISABLED PEOPLE, WHICH DO NOT LIE ABSOLUTELY UNDER RESPONSIBILITY
OF ITALY, since my disabilities, although Italian, had clearly origin under
the health insurance system of competence of the ESO, that is under the liability
of an International System.
Now, should you with your attitude still agree
with what I call PURE AGGRAVATING FRAUD OF ESO TO ITALY, well, you should have
at least the courage, as representatives of the Italian Government at ESO, to
put it in written, in order that I let reimburse me from the Italian Ministry
of Health or from Local Health Offices (USL) all medical expenses (in several
ten thousands of Euros), caused by my disabilities, which were got under the
ESO Insurance System. In a contrary case, handle conformingly.
I remind you that up to now you also ignored my Petition of 8.12.1999, which I submitted to all representatives of Governments of the Nations of ESO (Belgium, Denmark, France, Germany, Italy, The Netherlands, Sweden and Switzerland), for an investigation on the Criminal Facts I reported.
In conclusion, since in my case there is already the interest of some
other section of the ITALIAN GOVERNMENT, whereas there could be also the intervention
of a well know Italian politician, then before of a possible investigation of
the ITALIAN MAGISTRATURE AGAINST YOUR GOVERNMENTAL DEPARTMENTS, I DEMAND ONCE
AGAIN TO ASSIST ME AS ITALIAN, IN ORDER THAT I CAN HAVE AS SOON AS POSSIBLE
AN ARBITRATION DIRECTLY BEFORE OF ALL THE MEMBERS OF THE COUNCIL OF THE ESO
FOR ALL MY QUESTION UNDER DISPUTE SINCE SEVEN YEARS, INCLUSIVE THE ONE OF THE
ADMINISTRATIVE TRIBUNAL OF THE ILO, that by documented evidence is a TRIBUNAL
OF FALSITY, PAID, AS NOTORIOUS AND BY STATUTE OF THE TRIBUNAL ITSELF, ONLY BY
ESO AND THEREFORE AIMED TO DO SOLELY THE INTERESTS OF A PARTY AND NOT AT ALL
THE ONES OF ITALY (AND OF AN ITALIAN)!
AS ITALIAN CITIZEN,
I APPEAL TO A “LEGITTIMA SUSPICIO” (legal-suspect law) and YOU HAVE ALL THE
DUTY TO DEFEND THE NATIONAL INTERESTS, APART THE ONES OF AN ITALIAN!
For above said reasons,
I kindly wait for your official answer to this letter by 31.1.2003.

Thanks a lot for your attention and an answer.
Please understand, I would have never applied
to you, knowing that you are in charge of the scientific part, if all my actions
directly made versus the Directors of the ESO, by the ADMINISTRATIVE TRIBUNAL
OF THE ILO and also by the intervention of the LOCAL STAFF ASSOCIATION (a kind
of Unions) THAT PAID INVAIN FOR ME DM 5.000 ON 1995, would have not brought
by elapsing of the years to a DRAMATIC EXASPERATION OF THE CASE AND TO POLITICAL-JUDICIAL
ASPECTS (DISHONESTY AND FRAUD OF THE ESO, MATTER ON WHICH I ALLOW MYSELF BY
RIGHT AND BY PROOF TO INSIST, are infringements of law, which touch the HONOUR
OF THE INSTITUTION ESO AND OF ALL PEOPLE THAT WORK INSIDE OF IT. On that, there
is no barred time and no oblivion, that can be accepted, even though the scientists
of ESO could have washed their hands by a silence-consent to those breaches
in the course of the years: their dirty conscience remains).
On the other hand the tactic of the Directors of the Organisation
has been just the one of attempting to shelve all my case while the years went
by, just by availing themselves of confused procedures, which are not at all
fair and clean for a Justice of the Tribunal of the ILO of Geneva (There is
a "Guinness" record in my case of 40 lawsuits against ESO).
For that reason I allowed myself to approach
you and demand you to help me in an ARBITRATION WITH THE NATIONS OF THE ESO,
since they cannot ignore that, IN NAME OF THE SCIENCE AND OF THE ASTRONOMY,
THEY ARE SUSTAINING IN REALITY DISHONESTY, FALSITY AND PERSONAL INTERESTS IN
THEIR INSTITUTION ESO, moreover BY A TRIBUNAL OF PRESUMED JUSTICE THAT, however
and regretfully, WON’T HOLD WATER (Personally and if you like as person of science,
I don’t believe that Science and Astronomy are separate matters from a Humanity
that shall be nevertheless on their bases and in all the scientists!)
I understand that you do not feel competent
and I regret of having applied to you.
By
my part and as nice person, I remain with the clean conscience of having brought
to your attention again, as Member of ITALY in the GOVERNATIVE COUNCIL OF THE
ESO and as famous professor I also esteem and respect, certain facts that
you cannot ignore anymore, whatever it might happen to the ESO and to its HISTORY.
It
remains anyway only my pleasure to have shaken your hand and I wish you again
