Standings Rules and Regulations Teams Pictures

1. Each team must have 10 � 12 male players with ages 15 years old and above. Each team must complete and submit the �Team Registration Form� with the identification of their team colors by May 20, 2005, (Portland Community College, Cascade Campus at 2:00 pm). A player can only register with one team. The players listed on the �Team Registration Form� are the only ones who can play during the whole tournament. In case a player(s) needs to be replaced due to unforeseen reasons, the replacement must be made no later than one week prior to league start date and must be approve by the PSO Committee.

2. A copy of a state picture ID with a birth date is required for all players 17 years old and younger. A copy of a state picture ID and valid driver�s license is required from all players 18 years old and older. The copy of picture ID will be used to verify the registration of each player before he is allowed to play his very first game. The deadline to submit copies of the ID from each Team is May 20, 2006. Failure to submit a copy of a player�s picture ID on the due date will result to his disqualification.

3. Each Team is required to pay a non-refundable registration fee of $775 on/before June 10, 2006. Only Teams that have paid in full will be able to participate in the Tournament. In addition, each team must submit a contact sheet for their Team on April 13, 2006. The contact information should include the name, address, phone number, and e-mail address. An e-mail address is required to allow global and rapid communications between the Teams and the League Committee.

4. Only Player(s) who have completed, signed, and submitted the �Participation Form(s)� on June 8, 2006 will be able to participate in the Tournament. Players under the age of 18 years old are required to have a signature of a parent/ guardian on the �Participant Form�. Failure to have it signed by a guardian/parent will result to the player(s) disqualification.

5. For confidentiality purposes, every data on the form will be for the Tournament Committee�s use only especially in case of a participant�s medical emergency. Any false data on the form is grounds for disqualification.

6. Each team is required to have a Coach, Assistant Coach, and a team captain one of which to be present at all of their team games. The Coach and Assistant Coach must each complete a �Participation Form� and a copy of State picture ID or driver�s license to KPK by June 8, 2006. Only Coaches and Assistant Coaches who have signed and completed the �Participation form(s)� can coach their team throughout the tournament.

7. Only players and coaches are allowed IN THE COURT and courtside seats during the basketball games.

8. Each team must be present during the opening ceremony on June 10, 2006.

9. Each team will be provided with the final schedule of the basketball games after there first game on June 10, 2006. First game belongs to the Defending Champion, and the opponent will be determined by drawing names after the Opening Ceremony. First games will be determined by drawing the names of other teams.

10. Each team is required to provide a scorer for the league.

11. Players must be able to play or be able present himself half of the tournament season for them to participate in the elimination round.

12. Each Team may have players who are all Filipinos. A Filipino is defined as any person with Filipino blood quarter and above. KPK is expecting honesty from each team. A player in a team who is presented by his team as a Filipino but who looks like non-Filipino must prepare a copy of an ID of a Filipino parent (with birth certificate), grandparent (with birth certificate), or other relatives and any other proofs of having Filipino blood. Failure to show proof will disqualify that player, if not the whole team. This will be strictly enforced.

13. Each team is allowed to have 2 non-Filipinos, each with a height of 6 feet 2 inches and under. A non-Filipino is defined as any person without any Filipino blood. All non-Filipino players with a height of 6 feet to 6 feet 2 inches are required to have their heights measured on June 7, 2006. Failure to attend the height measurement session will result to disqualification of the player.

14. ONLY ONE non-Filipino player is allowed throughout a 5 on 5 games. Failure to follow will result in a technical foul and disqualify the players from playing the rest of the game.

15. The tournament will include one round robin, a quarterfinal round, a semifinal round, and championship games.

16. Regular Games: 13 Games for Each Team

� Each game will have a running time with 25 minutes each half.

� 5-minute half-time break.

� 3 30-second time-outs each half per team.

� 1 minute injury time out

� 5 minute overtime, and if necessary, 2nd Overtime 3 minutes, and 3rd Overtime 2 minutes.

� Clock will not be stopped in any referee call or time-out except during the last 2 minutes of the 2nd half. If the lead of the winning team is more than 15 points the clock will be run.

17. Quarterfinal, Semifinal, and Championship games:

� 20 minute each half,

� 30-second shot clock,

� 5-minute half-time break,

� 3 one-minute time-outs each half per team,

� 1-minute injury time-out and

� 5 minute overtime.

� Clock will be stopped in all referee calls and in all time-outs.

18. Same Standing Tie Breaks:

� If two teams have the same standing, the win over the other system will be use to break the tie.

� If three teams have the same standings, the win over the other system, and the quotient system will be use to break the tie.

19. The top 8 teams will get to play in the quarterfinals. Winners will advance to the Semifinal Round.

� Game 1 will be Top 1 versus Top 8.

� Game 2 will be Top 2 versus Top 7.

� Game 3 will be Top 3 versus Top 6.

� Game 4 will be Top 4 versus Top 5.

20. Winner of the quarterfinal games will advance to the Semifinal Round.

� Game 1 will be the Quarterfinal Game 1 Winner against the Quarterfinal Game 4 Winner.

� Game 2 will be the Quarterfinal Game 2 Winner against the Quarterfinal Game 3 Winner.

21. Losers in the semifinal round will play for the 3rd place on the Championship Day on September 30, 2006.

22. The winners in the semifinal round will play for the Championship game on September 30, 2006.

23. Warm-up time may vary from 3-10 minutes before each game depending on the time available.

24. Only players of the next game may play inside the court during warm up.

25. Each player is allowed a maximum of 5 personal fouls.

26. At the START of each game, there must be at least 5 players on each team, with a MINIMUM OF 4 Filipinos. Maximum grace period to wait for a late player is 3 minutes past the official start time. Players must be present, in uniform, and at their designated bench.

27. A team present with less than 5 players, including a team with less than 4 Filipinos after the grace period, automatically forfeits that game. The opponent with 5 players with a minimum of 4 Filipino players becomes the winner of that game. Both teams may still choose to play that game just for fun with 20-minute running time on first half and 25-minute running time during the second half.

28. The team with less than 5 players after the grace period may be allowed to have additional players throughout the just-for-fun game. Final scores of the just-for-fun game are UNOFFICIAL. The OFFICIAL score of a team who wins the game will be the total average winning score from there official games in the regular games. The OFFICIAL score of a team who forfeits a game will be the losing average score during there regular.

29. The Team that forfeits there third game may result in elimination for the rest of the season, and the players will not be able to participate the next year�s tournament. Appeals may be heard by the Tournament Committee only.

30. In case a team has several fouled out players during a 5 on 5 games and the team is down to less than 5 players, the game may still continue whether the team with less than 5 players is close to winning or losing the game. A team with only 3 Filipinos and 2 non-Filipinos will NEVER be allowed to play in any 5 on 5 games.

31. During the game, the registered Coach, the Assistant Coach, and Captains are the only ones who are allowed to talk to the referees and the members of the committee by the table. If there are other members of the team who argues face to face with the referees, the penalty will be decided by the referee. Serious offenses will result with the expulsion of the player and/or the Team. Players fighting on and off the court will not be tolerated and will result in punishment determined by the Committee.

32. Foul language in English, Tagalog, or in any other Filipino dialects is prohibited during the game.

33. A Player, Coach, Assistant Coach, or spectator under the influence of alcohol and/ or illegal drugs will never be allowed in the gym and the rest of the school premises.

34. A Player, Coach, or Assistant Coach under the influence of drugs and/ or alcohol will ban from the tournament, and he/she will be asked to leave the gym and the school premises and/or the police will be called.

35. Any intoxicated spectator(s), he/she will be asked to leave the gym and the school premises and/or police will be called.

36. No cigarette smoking inside the gym, and within the Warner Pacific College premises. Player(s) caught will be suspended on there team�s next game.

37. No carrying of illegal drugs, alcoholic beverage, and weapon of any type among players, coaches, asst. coaches, and visitors in the gym and the rest of the school premises. Police will be called anytime the above items are found.

38. Basketball shoes, shorts, and tucked-in shirt with printed number in front (either on the shirt or short) and printed number on the back of the shirt are the basic requirements in the uniform of each team. Each team may develop their own uniform and may win the �Best Uniform Award� which will be based not only to the uniform itself but also on how the players in that team wear their uniform during their games.

39. No earrings, necklaces, and other loose jewelry allowed among players during a game.

40. While there is a game happening inside the playing court, other players or visitor of any team is not allowed to play ball in their seat or anywhere around the playing court. An offense of player/players in this case is considered an offense of the whole team. The Player or players will be asked to stop playing the ball or leave the gym with first and 2nd offenses. The team�s next game will be suspended with 3rd offense. Any visitor who continues to play ball after a verbal warning will be asked to leave the gym or will never be allowed to come to the gym anymore.

41. Treat opponents with respect. Exercise self-control. Display modesty in victory and graciousness in defeat. Congratulate the opponents in sincere manner following victory or defeat. Accept the responsibility and privilege of representing your community. Players must remain in uniform and on their benches during a contest. Players fighting on and off the court will not be tolerated and will result in punishment determined by the Committee. Any participants who will not abide with these guidelines and will be caught harassing and trash talking any league officials, committee and volunteer may result to suspension and disqualification from the league.

42. NO TAUNTING OR SELF-PROMOTIONS � Players are increasingly directing their celebratory action toward opponents, which should be interpreted as taunting and baiting, and penalized accordingly. Playing to the crowd, attempting to increase attention and praise for their own individual accomplishment rather than toward the game itself and team achievements. Any participant(s) extreme behaviors may be considered taunting and baiting by the official or the committee, and may result to a technical foul or much serious punishment depending on the act that was shown. The committee can notify an official during a game to give a technical foul to participants who will be caught exercising such extreme acts that can be considered taunting or self-promotion. Any participants who will not abide with these guidelines and will be caught harassing and trash talking any league officials, committee and volunteer will result to suspension or disqualification from the league.

43. On every technical foul called by the official will result to two free throws and the possession of the ball to the non-offending team.

44. Help keep the gym and its surroundings clean at all times. Please pick up own litter and dispose it properly. Each team will be assigned with one Saturday to help clean at the end of the games. Teams that will not help clean up will be suspended on their next game.
