History: Apr 1995-Oct 2002 #1-89
Summary: Bart Allen, cousin of Wally West, the Flash, came from the future and became the new 'Kid Flash' 
of sorts.  He was mentored by the original Flash, Jay Garrick and fellow speedster Max Mercury.  Impulse became 
a member of Young Justice along with Robin and Superboy.  His series was cancelled due to low sales, 
but Impulse returned in the new 'Teen Titans' series taking the name and similiar costume of Kid Flash.
