Article I: Title
Section I: Name
The name of the organization shall be The Anime Club.

Article II - Purpose
Section I.
1. To promote knowledge and appreciation of Japanese animation (anime) and Japanese cartoon publications (manga)
2. To promote knowledge and appreciation of Japanese culture
3. To create and publish quality anime and manga

Article III - Membership
Section I: Eligibility
1. Membership shall be open to any member of the John A. Ferguson community.
2. Membership may not be denied on the grounds of race, ethnicity, age, sex, nationality, religious or sexual orientation, or physical or mental capacities.
Section II: Dues
1. There shall be mandatory membership dues assessed at the beginning of each school year. Annual dues shall be five dollars ($5).
2. All dues are non-refundable.
3. Payment of dues will be required prior to the third attended meeting in order for the member to be considered active.
4. Failure to pay will result in the individual�s name being dropped from the roster until such time as payment is made.
5. Only members who have paid their dues will be permitted to access materials in the club library.
Section III: Duties of Membership
1. All members must attend regularly scheduled meetings.
2. All members are responsible for keeping the club updated with information regarding new anime and manga.
Section IV: Provision for expulsion of members
1. A member may be barred from club activities or have his/her membership revoked for any of the following reasons:
A. Repeatedly failing to observe club rules or procedures during meetings or club sponsored activities
B. Unauthorized removal or possession of club library materials
C. Failure to return club library materials or pay damage/replacement fees
D. Engaging in offensive or disruptive behavior in a forum associated with the club, including but not limited to: public showings; electronic mailing lists; bulletin boards or other message forums; club related meetings, gatherings, events, or forums
2. A member shall be made aware of disciplinary action or possible expulsion in writing a minimum of one week before the action is to take place.
3. Prior to expulsion from the club, the sponsor and the club officers will meet with the member in question. After a hearing, a majority vote of the officers is required to remove a member from the club.

Article IV - Meetings
Section I: Time and Place
1. Meetings will be held on Thursday and Friday of each week that school is in session. The sponsor must be present for an official meeting to occur.
2. Meetings will be held during the lunch period in the sponsor�s room.
Section II: Activities
1. One meeting day a week shall be designated for viewing, discussing, or working on anime.
2. One meeting day a week shall be designated for viewing, discussing, or working on manga.
Section III: Special meetings
1. Special meetings may be called at the discretion of the officers. At least one full school day�s notice is required before the meeting is called.
Section IV: Quorum
1. A quorum, defined as 50% +1 of all members eligible to vote, is necessary before any official business can be conducted.
Section V: Attendance
1. Attendance will be taken at every regularly scheduled meeting.
2. Absences must be prearranged or excused after the fact.
3. Three or more unexcused absences will result in suspension of library privileges.
4. Five or more unexcused absences will result in the member being expelled from the club.

Article V: Voting
Section I: Elections will be held at a time when current officer positions are vacant. This may occur due to graduation, impeachment, or resignation. The election will be held as soon as possible, following the guidelines for the general election.
Section II: A voting member is defined as a person who has attended at least three meetings of the organization and has paid their dues.
Section III: Any voting member is eligible to run for an office. At a meeting where an election will be held, members may nominate from the floor any eligible candidates for vacant offices.
Section IV: Voting shall occur in writing by secret ballot. Votes will be tallied by the club sponsor.
Section V: In all voting, a simple majority is needed.
Section VI: The sponsor must approve all decisions made by the club.

Article VI: Selection of Officers
Section I: The elected officers shall consist of the president, vice-president of anime, vice president of manga, secretary, treasurer, and parliamentarian.
Section II: Appointed officer position shall be the librarian.
Section III: The elected and appointed officers together shall comprise the executive board of the club.
Section IV: The term for all officers will be one school year.
Section V: All voting members in good standing are eligible to hold an office.
Section VI: Regular elections for the following school year will be held before the end of the fourth nine week grading period. Newly elected and appointed officers will assume their duties on the first day of school of the following school year.
Section VI: In a case where an executive member becomes inactive or he/she fails to perform his/her duties on a repeated occasion, executive board will meet to decide whether the member should be impeached.
Section VII: If the president is impeached, the vice-president will assume the post of presidency until the next term. If any other officer is impeached, a new election will be held. The newly elected officer will finish the duration of the term and must stand for re-election at the end of the term.
Section VIII: No member shall hold more than one office within the club.
Section IX: Requirements for Holding Office
1. Candidates for office must have been a member in good standing for one year prior to the election.
2. Candidates for office must maintain a GPA of 2.0 or higher.
3. Candidates for office may not have more than three unexcused absences from club meetings during the school year.
4. Candidates for office must maintain a clear disciplinary record within the club.

Article VII: Duties of the Officers
Section I: The President
1. Oversee and coordinate all activities of the club.
2. Develop the agenda for meetings.
3. Ensure that the needs and requests of the membership are addressed.
4. Represent the club to all school organizations and governing bodies.
5. Ensure that meetings and club activities are properly scheduled, planned for, and announced.
6. Promote the Anime Club.
Section II: The Vice-President for Anime
1. Assume the duties of the President when the President is absent.
2. Schedule anime viewing.
3. Lead discussions of anime.
4. Promote the Anime Club.
Section III: The Vice-President for Manga
1. Provide for advertising of meetings and other club activities.
2. Schedule instruction sessions for manga drawing.
3. Maintain supplies for manga drawing and production.
Section III: The Secretary
1. Maintain the roster of club membership.
2. Keep records of club attendance.
3. Keep a written record of minutes from official meetings.
4. Handle all club correspondence.
5. Promote the Anime Club.
Section IV: The Treasurer
1. Keep records of all financial accounts and transactions.
2. Complete, submit, and keep records of all necessary paperwork.
3. Keep a record of membership dues status and coordinate that record with the Secretary.
4. Promote the Anime Club.
Section V: The Parliamentarian
1. Maintain order during meetings.
2. Follow Roberts Rules of Order for all official meetings.
3. Promote the Anime Club.
Section VI: The Librarian
1. Keep track of all materials in the library.
2. Maintain a record of all materials checked out of the library.
3. Promote the Anime Club.

Article VIII: Impeachment of Officers
Section I: An officer can be impeached when he/she fails to fulfill the duties mentioned in Article VII.
Section II: Any voting member of the organization may bring forth charges for impeachment. Charges must be made in writing and submitted to the club sponsor.
Section III: An officer shall be made aware of disciplinary action or possible impeachment in writing a minimum of one week before the action is to take place.
Section IV: Prior to impeachment, the sponsor and the executive board will meet with the officer in question. After a hearing, a majority vote of the officers is required to impeach an officer.
Section V: After an officer is impeached, he/she may remain a member of the club.
Section VI: An officer removed may run again the following year.

Article X: The Library
Section I: The club will maintain a library of manga and anime that will be available for eligible members to check out.
Section II: Items for the library will be purchased using club dues and proceeds from club activities. Half of the money raised will be used to purchase items for the library; the other half of the money raised will be used to purchase supplies for manga production. Donated items will also be accepted.
Section III: The library will be maintained in the classroom of the sponsor and will be kept secure by the sponsor.
Section IV: Items may only be checked out of the library during official meetings when the Librarian is present.
Section V: A maximum of one (1) video or DVD may be checked out at a time by a single member. A maximum of two (2) manga may be checked out at a time by a single member. Manga and a video or DVD may be checked out concurrently by a single member
Section VI: Items may be checked out of the library for a period of two (2) weeks, excluding weeks during which the club does not meet (i.e. for holiday, teacher workdays, etc.).
Section VII: No items from the library will be checked out two weeks prior to winter and spring breaks or three weeks before the end of school.
Section VIII: Penalties will be assessed for late returns or damage to materials. Penalties will be assessed as follows:
1. Damaged video or DVD cases: $3.00 per case
2. Damaged video or DVD: market cost of the item
3. Damaged manga: market cost of the item
4. Late video or DVD: $1.00 per item per week
5. Late manga: $1.00 per item per week

Article IX: Amendments
Section I: Any member may present a proposed amendment to the constitution to the membership at large during any meeting.
Section II: Either the president or vice-president must approve the proposed amendment. In the event that the executive members reject the proposed amendment, the amendment can still be put on the floor for voting if 3/5 of the voting population approves.
Section III: To pass a proposed amendment, all that is required is a majority (50% +1) of votes.
Section IV: The sponsor must approve all proposed amendments to the constitution.
