FAANT BASKETBALL LEAGUE
RULES 2009
Re-written August 2009

The FAANTBL shall follow the Official Rule Book of FIBA unless stipulated in the following rules. Any breach of the FAANTBL rules is a forfeiture of the game where the breach occurred unless stated otherwise. Day to day interpretation of these rules shall be the responsibility of the Committee at the time. Appeal against interpretation shall be lodged with the Committee for a ruling. 


1. COMPETITIONS

A) Competition format, periods and dates will be set each year by the Committee.
B) At the discretion of the Committee, the name of each Season may incorporate the name, including product name, of a major or minor sponsor of the FAANTBL.
C) Nothing in these rules shall restrict the FAANTBL in conducting any competition at any time on any terms considered appropriate by the Committee. 

2. GRADES
A) Committee shall determine the grades depending on nominations.
B) Each grade may comprise of Division 1 and Division 2 if the number of teams (and players) warrants.
C) The Committee shall determine the number of teams in a particular grade / division. 

3. NOMINATIONS
A) Nominations by teams for each Grade/Division competition shall be made on the official Completed FAANTBL Team Registration Form, and Team Registration Fees not later than the date specified by the FAANTBL.
B) Each Team Registration Form must list a minimum of six (6) and a maximum of
ten (10) different players per team. 

4. FAANTBL FEE REQUIREMENTS
A) TEAM REGISTRATON FEES: Team Registration Fees for each team entered shall be due and
payable at the time of nomination for each specific season. Fees shall be set each season by the Committee and advertised to the teams before the season starts.
B) TEAM QUOTA FEES: Fees shall be set each season by the Committee and advertised to the teams before the season starts. Teams must make a
50% down pawment at the beginning of each season and have untill week 3 of competition to make a full payment, after this time the team will not be allowed to play.
C) PLAYER REGISTRATION FEES: registrations shall be payable before a PLAYER participates in their first game for each season. Fees shall be set each season by the Committee and advertised to the teams before the season starts. At the beginning of each season,
players must be registered before their first game, after this time penalties will be applied to unregistered players.
No Refunds

5. TRANSFERS
A) INTER-TEAM TRANSFERS :Inter-team transfers are only allowed at the beginning of a new season
until week 1 of competition. After week 1 players are not allowed to transfer teams, violation of this rule will be an automatic forfeit for the offending team. 

6. UNIFORMS AND COLOURS
A) FAANTBL UNIFORMS AND COLOURS
a) The uniform of the FAANTBL shall be of a design approved by the Committee.
b) No team shall use
Grey as their dominant color
c) A new Team applying for affiliation shall state in writing, together with a diagram or photograph the particulars of it's proposed uniform, which shall be subject to the approval of the Committee.
d) No Team shall make any changes to it's uniform without first obtaining the approval of the Committee.
B) All players shall wear the correct uniform of his Club/Team:
a) Each uniform must be numbered on the front and the back
b) Legal numbers are: 0-99.
C) PENALTIES : Players who wear the incorrect basketball uniform will incur a four-point penalty against his team which is to be allocated to the opposing team by the referee when he first enters the court. The four points shall not be credited to an individual but shown as uniform penalty on the score sheet. Uniform points are mandatory NOT optional.
This rule only applies to the jersey and not the shorts. And there are no player-number restrictions.

ZERO TOLERANCE OF ROUGH PLAY, VIOLENCE AND VULGAR LANGUAGE  

7. RULES OF COMPETITION - ELIMINATION ROUNDS

A) PREMIERSHIP POINTS
a)Three (3) premiership points shall be awarded for a win, two (2) for a draw and one (1) for a loss. No premiership points shall be awarded for a forfeit loss.
b) A forfeit shall be scored as 20-0 in favour of the winning team, the winning team shall receive 3 premiership points.
c) A bye team shall receive no premiership points.
d) In the event of a team being disqualified from the competition of the Elimination Round, premiership points and Most Valuable Player votes for the matches in which the disqualified team participated during the season may be cancelled.
B) COMPETITON RULES
a) A playing week commences on a Monday.
b) Teams must have a minimum of 6 and maximum of
10 registered players on the Nomination form.
c) Teams may not commence games with less than four (4) players on the court.
d) Disqualification Foul: a player/coach/official that receives a disqualification foul will be automatically suspended for one week of the competition from playing or Coaching games. Byes do not count as a week of competition.
e) The same player/coach/official may lodge a formal appeal within 24 hours of the disqualification to the Committee.
f) Reported players found guilty by a tribunal will not be eligible to win an MVP award.
C) TIMING CONDITIONS
a) Time slots allocated to Games shall be one (1) hour.
b) Games are four (4) 10 minute quarters.
c) The clock will not stop in the first thirty eight (38) minutes of play except for time-outs.
d) Teams may have
two (2) time-outs in each half.
e) Four (4) Team fouls per quarter, 5th foul and above bonus shots
f) Quarter time breaks to be no more than one (1) minute.
g) Half-time break to be no more than three (3) minutes.
h) During the last two (2) minutes of the game, the clock will stop for all whistles and made field goals.
The clock will not stop on the two (2) minute mark, but will stop after this time for any of the above reasons.
i) No extra time shall be played for tied games in Elimination Rounds. Game points will be allocated as provided for in Rule 7 A).
j) All games to have a minimum of 3 minutes warm up period.
k) There is no 24-seconds shot clock during the Elimination Rounds.
During last 2 minutes of play for all competitions: the clock shall be stopped on all whistles and as soon as the ball becomes dead, that is, as soon as it passes through the basket or remains within the basket.
D) LATE STARTS
a) At the cessation of the required warm up time or at the conclusion of the halftime break, the clock shall start regardless of whether or not the teams are ready to play, provided a referee is present.
b) In both of the above situations one (1) point shall be awarded against the team in default for each minute during which the delay in play occurs, to a maximum of ten (10) points, after which Rule 7 E)a) hereof shall apply. Points so awarded shall not be credited to an individual player but shall be shown as a late start penalty on the score sheet.
E) FORFEITED GAMES
a) A team shall forfeit the game if it refuses or is unable to play ten (10) minutes after the schedule starting time or plays an unregistered player.
b) In the event of a forfeit a score of twenty (20) and three (3) premiership points as per the Rule 7 A) shall be awarded to the opposing team.
c) Teams forfeiting games shall be fined as determined by the Committee and advertised to Teams prior to the commencement of the season.
d) If a game is forfeited:
i) The forfeiting teams player's whose names appear on the score sheet will be regarded as not having played a game in that week 
ii) The players on the team sheet that wins by forfeit will be regarded as having played a game in that week
e) Following a forfeit due to either or both teams being unable to play due to insufficient players, the forfeiting Team shall be fined as above.
f) A team shall lose a game by forfeit if it actions prevent the game from being played This includes a Team abandoning a game at any stage, the abandoning team fined as per a full forfeit.
F) NAMES ON SCORE SHEET
a) A coach shall enter the correct first name and surname, as registered with the FAANTBL on the score sheet prior to the start of the game:
i) After
week 1 of competition, all the registered players names will be type-written and are the legal players. Any names not type-written is not a legal player for the team.
ii) Names can not be added to the score sheet after the
first week of competition.
iii) The Coaches name must be entered on the score sheet.
iv) A maximum of
10 players maybe entered on the score sheet.
b) Any player who enters the court after the commencement of the second half and his name is found not to be on the team score sheet, he shall cease to participate in the remainder of the game, but any points scored or personal fouls incurred by the player will stand.
c) At the end of the game, the referee shall delete the name of any player who was not on the bench and initial the deletion.
d) At the end of the game, a coach may request a referee to delete the name of any player from their own team who was on the bench but did not enter the court. The referee shall initial the deletion. If a coach fails to request a deletion then that player is deemed to have played.
e) Any player who is on the team bench for the game and is in uniform shall be deemed to have played the game for eligibility for Major Rounds and games
I) ABANDONED GAMES
a) A game delayed in excess of ten (10) minutes due to rain, shall be deemed to be abandoned.
b) Decisions regarding games abandoned because of rain or for any other justifiable cause, shall be made by the Committee. 

8. COMPETITION RULES - FINAL ROUNDS
A) METHOD OF PLAY: At the conclusion of the Elimination Rounds, the Final Rounds may be played in accordance with the following format:
a) SEMI FINAL: 3rd Place v 4th Place  AND  1st Place v 2nd Place
b) PRELIMINARY FINAL: Loser(1st Place v 2nd Place) v Winner(3rd Place v 4th Place)
c) GRAND FINALS ONLY: Winner(1st Place v 2nd Place) v Winner Prelims
d) Teams may have two (2) time-outs in the first half and three (3) time-outs in the second half.
e) Two (2) minutes extra time shall be played if scores are level at full time in Final Rounds only, during the last two (2) minutes of extra time the game clock will stop for all whistles and made field goals. This will continue until a clear winner is determined.
f) The 24-seconds shot clock will run all game long during the Final Rounds.
B) ELIGIBILITY FOR FINALS: A player must be registered and is a legal player for the team 

9. GAME DISPUTES AND PROTESTS
A) In the event of a protest or dispute arising from the competitions conducted by the FAANTBL or from the application of these Rules, a Team may appeal to the Tribunal. If the Team is not satisfied with the decision they can appeal to the Committee.
B) All disputes and protests
must be made within twenty (20) minutes after the game and the game sheet sighned by the Team Captain to be a valid protest, shall be in writing and shall be lodged with the FAANTBL within twenty four (24) hours of the conclusion of the game concerned or the incident giving rise to the dispute or protest with a $20 protest fee.
C) Not withstanding anything in this Rule, the time period for lodging an appeal against a fine imposed by the FAANTBL shall be seven (7) days from the date of the issue of the invoice detailing the fine.
D) Teams can also lodge protests via e-mail on [email protected] 

10. ZERO TOLERANCE OF ROUGH PLAY, VIOLENCE AND VULGAR LANGUAGE
A) AUTOMATIC EJECTION AND/OR ONE GAME SUSPENSION to any player[s] who:
a) Any player using profane, vulgar language and/or gesture at any time will be removed from the game.
b) Receives two Technical Fouls in a game. 
c) Intentionally pushes, shoves, strikes or threaten to strike an official, opposing player or spectator. 
d) Commits a Flagrant Foul. 
B) Ejected Player must leave the Stadium/Playing Area Immediately. Player can only stay in the Parking Lot when waiting for the team
C) Any Ejection must be written down at the back of the Score Sheet by the Referees immediately as a Report of the incident.
D) Basic Suspensions
a) First Offence: one game suspension
b) Second Offence: two game suspension
c) Third Offence: suspended for the rest of the season.
The Committee reserves the right to investigate any incident related to the rules above and to impose suspension or fines they deem appropriate to any player[s] found guilty of improper or unsportsmanlike conduct.  

11. TRIBUNAL
A) The FAANTBL may make regulations dealing with the conduct of players, coaches, team followers and other registered members of the FAANTBL.
B) The Tribunal shall have jurisdiction to hear and adjudicate:
a) Reports by officials with respect to players, coaches and team followers, arising during the course of any game conducted by the FAANTBL, and;
b) Reports in writing by the FAANTBL with respect to the conduct of any player, coach, team follower or registered member on a competition regardless of whether that person is participating in a game, or is outside of the stadium but within the boundaries of the Marrara Sporting Complex, including the Car Park.
C) Any player, coach or team follower reported by an official or by the FAANTBL shall be suspended from participation in any competition conducted by the FAANTBL until the report is heard by the Tribunal.
D) A suspended player, coach or team follower will not be allowed inside the stadium or within the boundaries of the Marrara Sporting Complex, including the Car Park. 

12. DUTY TEAMS

A) Duty Teams are rostered to help run and officiate the game, each Duty Team must provide 1 person to do the table and 1 person to ref the game. 
B) Duty Teams that fail to turn up will be fined $20. 

13. PLAYING OUTSIDE OF THE FAANTBL
A) No Teams shall participate in any game of basketball outside the FAANTBL without first obtaining the approval of the FAANTBL Committee. B) Where any match is proposed or intended to be played outside of the Northern Territory, the FAANTBL Committee shall not provide its consent unless prior approval has been given.
C) Players are permitted to play in the DBA for a registered DBA Club.
D) Only players who play exclusively in the FAANTBL will be selected for Rep Teams to compete interstate. One Full Season Residency for players to be selected in Rep Teams. Meaning for one whole Season you only play in the FAANTBL.


14. UNFINANCIAL TEAMS AND PLAYERS
A) Teams which do not become financial within one calendar month of receiving an official invoice or statement from the FAANTBL may be deemed unfinancial and be ineligible to compete in any competition until such time as the debt has been paid.
B) The FAANTBL may refuse to register or suspend from competition, a player who is proven to the satisfaction of the FAANTBL to be unfinancial or in debt to any Team.

15. OTHER RULES NOT COVERED BY THE ABOVE MENTIONED RULES AND REGULATIONS SHALL BE DECIDED BY THE COMMITTEE
