The People's Congress

The People's Congress is the PDU's direct democracy governing. Every enfranchised citizen (a citizen who has not been convicted of a crime and who has signed the month's roll call) has the right to vote in the People's Congress (or PC) and to make any proposal for an act, law or amendment to the constitution.

Only enfranchised citizens can vote because otherwise it would be impossible to pass any laws. For example, if the PDU had a total of 15 citizens, 10 of which were inactive and 5 of which were active, and the 5 active citizens voted 'Yes', the proposal would fail because of inactive citizens. With the Roll Call method, only 5 citizens would be able to vote, and the proposal would pass. Citizens who have been disenfranchised one month only need to sign their names on the next month's Roll Call to be automatically enfranchised.
