Espeseth Consulting was founded by Dr. David A. Espeseth, DVM, MS, in January 2000, after a 33 year career in USDA's Veterinary Biologics Program where he served as Special Assistant to the Deputy Administrator, Veterinary Services; Director, Center for Veterinary Biologics; Deputy Director, Veterinary Biologics; and Chief Staff Veterinarian, Veterinary Biologics Staff. 

He began his career in the USDA-ARS-Biologics Division's laboratory where he became familiar with the testing of veterinary biological products.  He then transferred to the Biologics Licensing Staff as reviewer of license and permit applications dealing with all categories of product.  After 15 years as a reviewer, he became the Senior Staff Veterinarian of the Biologics Licensing Staff in charge of all licensing and policy development activities for the APHIS, Veterinary Biologics Program; a job he held for 14 years through various agency organizational changes and titles until he became Director, Center for Veterinary Biologics (CVB) in 1996.  As Director, CVB, Dr. Espeseth maintained his responsibility for program licensing and policy development activities, and shared responsibility for management of CVB with the Directors of the laboratory and inspection and compliance units.

While responsible for APHIS Biologics Licensing and Policy Development, Dr. Espeseth was instrumental in the passage and implementation of the 1985 Amendments to the Virus Serum Toxin Act that required all manufacturers of veterinary biological products in the United States to be Licensed by USDA and received a USDA Superior Service Award for his work in the development of policies and procedures for the licensing of recombinant derived veterinary biologics.  He also acted as APHIS  spokesman for the veterinary biologics program at industry trade association meetings, as delegate to the International Technical Consultation on Veterinary Drug Registration, and as a consultant to the AVMA, Council on Biologic and Therapeutic Agents.  He was a member of the OIE sponsored ad hoc committee that organized the Veterinary International Cooperation on Harmonization (VICH), and was APHIS' representative on the VICH Steering Committee that initiated the first international harmonization projects for veterinary biologics testing requirements.  He also acted as the APHIS representative on Mutual Recognition Agreement negotiations with the European Union and Canada.

He was as a member of the Council of the International Association for Biologicals (IABs) for 15 years and organized and is Chairman of the IABs Veterinary Scientific Conference Committee.  He currently serves as a member of the IABs Board of Directors, and is a past Editor-in-Chief and now  member of  the editorial board for the IABs journal "Biologicals".  He also served as the Chairman of the US Animal Health Assoc., Biologics and Biotechnology Committee from 1998-2001. 

Dr. Espeseth has authored or co-authored over 33 publications concerning veterinary biologics production, testing, and control, including three chapters in a textbook on Veterinary Vaccinology and two chapters in the OIE manual of standards. 

Dr. Espeseth received his B.S. and DVM degrees from the University of MN in 1962, and 1964 respectively, and his M.S. in microbiology from the University of MD in 1981.
