Yes, people DO live in the French Quarter.  Singles, couples, and yes even some families! What makes the French Quarter such a great neighborhood? Proximity to anything & everything are just steps away, and who doesn't
love living in an old 200+ year old building complete with stucco or exposed brick walls, wood floors and tall ceilings?  These are just some of the things you can expect while living in the French Quarter.  Of course, there are
a couple of downsides to living in the Quarter.  One is price.  It's not cheap
to live in the Quarter.  The Quarter is one of the most expensive areas
in New Orleans in which to live (the other being the
Warehouse District).  The other is...well how do I put this...uh...what's your tolerance for noise
& crowds?  Now, not every home in the Quarter is known to be as noisy
as Bourbon Street on a Saturday night, but during the busier times of year (read: MARDI GRAS), you'd be hard pressed to find silence in the 100+ blocks that make up the French Quarter.  With that being said, the lower right quadrant of the Quarter (that is the area bordered by Royal Street
to the north, Decatur Street to the south, Dumaine to the west and
Esplanade to the east) tends to be more upscale and more quiet.  The
more affordable places will tend to be on Dauphine and above. 

Crime can be an issue in the Quarter, ESPECIALLY at night on streets
that are less travelled and therefore not as busy.  The area especially
around Rampart tends to be quiet crime-infested, mainly due to its
proximity with a public housing project just a few blocks above it. 
However, once again, the lower right quadrant (see above) tends to
experience little to no crime and is quite safe. 

Average Housing Costs: 
$280,000 to $350,00 for a 1-2 bedroom condo Pre Katrina
$450,000 to $550,000 after Katrina

Rentals:
1 bedroom:     $750-900 Pre Katrina
$1,500-2,000 After Katrina
     2 bedrooms:     $1,200-$1,400 Pre Katrina
$2,000-$2,500 After Katrina
3 bedrooms:     $1,500+ Pre Katrina   
$2,500-3,500 After Katrina
