"The cast of Willy Wonka and the Chocolate Factory decided to explore the bay area" contains Willy Wonka, who seemed to correspond with "city streets" on the back of the map (which lists City streets, shopping malls, schools, hospitals, BART stations, etc., and seems to correspond to the five names written underneath - Wonka, Slugworth, Candystore man, Oompa Loompa, Fake ticket man). We surmised that Point 11 was as close to "city streets" as we were going to get.
"When Charlie's mom went to a 49ers game, the Oompa Loompa went to The Rock." contains the 'number-phrases' "Charlie's mom," "49ers game," "Oompa Loompa," and "The Rock," which correspond with Belvedere, 3Com Park, Hospitals, and Alcatraz, which have numerical equivalents on the map.
After proceeding in this fashion and getting nowhere, we called game control. We kept plugging away for quite some time on this clue, but were mystified but what to do with the names of the five children on the bottom of the clue - Charlie, Veruca Salt, Mike Teevee, Violet Beauregarde, and Augustus Gloop.
Game control pointed out that there were 20 characters from Charlie and the Chocolate Factory on the clue and on the map total, and there were 20 points on the map. We were still unable to make any progress, and needed the 45-minute hint.
Game Control told us to arrange the characters in alphabetical order, then place them on the map in that order. Thus, we got:

Then, we read the main text of the clue. "The cast of Willy Wonka and the Chocolate Factory decided to explore the bay area. While Charlie's mom went to a 49ers game, the Oompa Loompa went to The Rock. But you didn't join them." Basically, this part of the clue was just to throw you off. Here's what matters:
Two of the children that were kicked out of Willy Wonka's chocolate factory got together, made purple, and partied with Grandpa George and his significant other.
The 4 children were Veruca, Mike, Violet, and Augustus. However, Veruca and Violet were on yellow points on the map. Augustus was on a red point, and Mike was on a blue point; red and blue coming together make purple. So, we draw a line between Augustus' point (Lime Point in Marin County) and Mike's (Washington Square downtown). Grandpa George and his significant other were also joined; he was at the National Cemetery in the Presidio, and she was on Yerba Buena Island, so draw a line between those two.

The intersection of the two points is somewhere in North Beach, near North Point Street. A little intuition and knowledge of the area yield the result: Ghirardelli Square.", a little more than half an hour away in northern San Francisco.
