| I. Name The name is the Parent Teacher Organization (PTO) of East Elementary School. II. Purpose The purpose of the organization is to promote academic enrichment. This accomplished through coordination with parents and staff and through financial support. III. Membership The membership of the organization consists of parents and guardians of the students and staff at East Elementary School. All members have voting rites. IV. Officers A. The Officers of the PTO will be a President, a Vice President, a Secretary, a Treasurer, and the Past President. These officers shall perform the duties prescribed by the bylaws adopted by the PTO. They shall be referred to as the Executive Officers. B. Officers will serve for one year, July 1 - June 30. Officers may hold (by election) the same office for two consecutive years. C. The Executive Officers will have general supervision of the affairs of the organization between it's business meetings; fix dates, hour and place of the meetings; make recommendations to the PTO; and shall perform other duties as specified. |
| V. Duties of Officers A. The President oversees all operations of the PTO. Some specific duties: 1. Presiding over and facilitating all meetings; 2. votes only in case of a tie; 3. ex-officio member of all committees; 4. Plus other duties as determined necessary by the PTO. B. The Vice President in absence or resignation of the President will have the powers and perform the duties of the President. The Vice President will also be the chairperson of fundraising. . The Secretary will record the minutes of the meetings; give notice of all meetings and keep the official log of minutes of the PTO. D. The Treasurer will be responsible for keeping the records of all financial affairs of the PTO and will provide a written financial report at all meetings. E. The Past President will attend all meetings in an advisory capacity and has no voting privileges except in the general membership meetings. F. After each elcection the Officers-Elect will "shadow" the current officers until taking over duties on July 1. VI. Committees Committees will be established on a yearly basis depending upon the needs and activities of the PTO. VII. Finances A. All PTO funds of any kind will go through the treasurers books. The treasurer shall deposit all funds and make all payments. B. A budget will be determined prior to the beginning each school year. The budget must be approved at a general membership meeting. All expendetures within the realm of the approved budget are authorized expendetures. C. All expendetures not provided for in the approved yearly budget MUST be approved by the general membership. D. All expendetures must be paid by check and require two signatures. E. No check shall be made payable to and signed by the same Officer. Example: The Treasurer shall not sign a check made out to him/herself. F. All activity must have a completed form authorizing the expendeture or deposit. G. All cash deposits and multiple check deposits must be counted by two or more people and must sign form. H. The PTO account will be reconciled with the bank on a monthly basis and the report made available to the Executive and the general membership. I. A written report will be given at each meeting and shall include the current balance and all activity since the last meeting. J. The PTO shall carry bond insurance and general liability insurance. VIII. Meetings A. The general membership meetings will be held monthly and at East Elementary school. The Executive Officers may hold additional meetings. A special meeting may be called by any officer if necessary. B. Nominations for new officers will take place at the March meeting. Election of new officers will take place in the April meeting. ** These bylaws can be ammended at any regular meeting of the organization by a majority vote of the members in attendance. The changes must be submitted in writing at the previous meeting. |
