3:28-30FOREIGN POLICY OF ISLAMIC GOVERNMENT

3:28 “(Beware!) The believers have not to take the non-believers as

their supporters against the (interest of) believers; and whosoever does

that, he will have no concern with Allah in any matter, at all, except that

you (are compelled to) guard yourselves against them (from any

danger). And Allah warns you of His Punishment; and to Allah is (your)

final return.” (See also 3:118; 5:51; 60:1)

The following has been reported in Zia-ul-Quran under 3:28:

“This Verse provides a pillar or a basis for the foreign policy of an Islamic Government. Considering the interpretation of Al-Qurtabi, the Holy Quran in its above Verse supported by Verse 3:118, forbids us to establish friendly relations with the non-believers to the extent of make them our ‘Auliya’ or the masters of our affairs. Further, if an Islamic State happens to support a non-Muslim Government against another Islamic State, it will disintegrate into pieces the unified fabric of the entire Muslim Ummah. Nevertheless, establishing trade relations with the non-Muslim States, cooperating with them in the international projects related to the welfare of humanity, working together for the establishment of peace and tranquility in the world, entering into military pacts with them against a common enemy or treating the non-Muslims with kindness is not, at all, impermissible.” - Zia-ul-Quran under 3::28]

The following has been reported in Tadabbur-e-Quran under 3:28:

“ It is not permissible that the Muslims should make non-Muslims as wali i.e. supporters or friends against the interest of Islam and Muslim Ummah.This does not mean that while dealing with the non-fighting non-Muslims, the Muslims should set aside goodness, justice and kindness about which Islam has laid great emphasis while treating all human beings. The Muslims may establish economical, political and friendly relations with the non-Muslim nations provided that these are not against the interest of Muslim Ummah.”

3:29 Say (Holy Prophet): ‘ No matter whether you conceal what is in

your breasts or expose it (i.e. your relationship with the non-believers),

Allah (surely) knows it, and He (, of course,) knows all that is in the

heavens and in the earth. And Allah is All - Powerful on every thing.”

3:30 “ (Just remember) the Day (of Judgement), when every one will

find before him (the physical and living record of) all the good that he

and also all the bad that he did, and when he will express with

disappointment: ‘It would have been better, if there had been an infinite

distance between him and his evil deed. And Allah warns you of His

Punishment, and Allah is Most Kind to His servants.” (See also 18:49)

Note: In the next Verses, it has been stated that if you really love Allah, you must then obey the Holy Messenger wholeheartedly by rejecting your love with the non-believers who are utterly against Islam.
