5. The Islamic State cannot under any circumstances allow any one to force the people through Jihad or by other means to accept Islam. Jihad is not meant for this purpose. In fact, Jihad, is the minimum force used to establish peace by shooting trouble and ‘Fitnah’ (disruption). The Islamic State can neither force the people to accept Islam nor can tolerate that the believers are reverted from their religion by force. There should be no resistance from the non-believers against the acceptance of Islam by the people. This resistance against the acceptance of Islam or the force used for converting the believers has been called as ‘Fitnah’ in Al-Quran. Jihad is conducted to eradicate this evil or ‘Fitnah’ for stopping such a conversion and clearing the way for the people to accept or reject Islam without any fear or opposition.
6. It is the responsibility of the Islamic Government to see that the believers lead their lives according to the Commandments of Almighty Allah and His Holy Messenger without any fear.
7. The non-believers practice their religion peacefully and without any fear in an Islamic State. The protection of their rights is one of the fundamental obligations of the Islamic Government. There is complete religious freedom in an Islamic State.
8. The Islamic Government lives in harmony and peacefully with the non Islamic and other States, abiding by the international peace agreements and commitments.
** TAGHUT:
This word has been used in a broad perspective such as for Satan, devils, idols, and all those who are worshipped and obeyed instead of Allah, such as kings, rulers, political and religious leaders etc., who force their decisions against the Commandments of Almighty Allah and His Holy Messenger. The Holy Quran states in this regard:
Have you not observed those, who think that they have believed in what Allah has sent down (i.e. Al-Quran) to you (Holy Prophet (peace be upon him)) and what was sent down before you?; they instead intend to tak their matters to ‘ Taghut’ (i.e. the mighty non-believers) for getting their verdict (rather than following Al-Quran & Sunnah), when they have been (clearly) ordered to reject (all of ) them…” (4:60)
