2:229 THE DIVORCE (for returning) (Talaq Rajai) TWICE
2:229 “The divorce (when the husband can return to his wife) is twice (only), and then you either take her back in an appropriate manner or set her free in a generous (and befitting) way. And it is not unlawful for you to take back which you have given them except when (the parties from) both (the sides) fear that they will not be able to maintain the limits set by Allah. Then, if you fear that they will not maintain the limits set by Allah, there is no harm on both of them if she gives back something in order to get rid of him. These are the limits of Allah and, therefore, don’t exceed them. And whosoever exceeds the limits set by Allah, they are the people, who are unjust (‘Zalimun’).
Explanation of 2:229
a) How to divorce? If there is no alternative but to break the wedlock, the husband must give his wife the first divorce, after she has purified herself from her menses, and without touching her. In the second month, when she again purifies herself, the husband must give her the second divorce and without touching her, at all. At this stage, he has the option to return to her and re-establish the marital relationship. If not, the husband must divorce her thrice after she has been purified, and again without touching her. The wedlock has now been totally broken, and the husband has no right, at all, to return to her for making her a toy of his lustful desires. (Zia-ul-Quran under 2:229)

b) Khula (The Right of a Woman to Get Divorce):
If the wedlock can not be maintained, the wife can also approach the Court of Law for getting divorce from her husband. This is called ‘Khula’. ]
