A former homicide cop with his feet firmly planted on the ground, Ray Donahue is the skeptic of the team, old school, and highly connected with military authorities. Donahue instructs the team in police procedure, mercenary tactics, crowd and riot control and weaponry. He'd rather break in a door than wait for someone to disarm its electronic locking device. He's intensely loyal to his partners, but increasingly cynical in his perspective. But he remains the colleague relied upon for being unflappable and unafraid.

MacNeill's feature film roles include  Crash, The Hanging Garden, for which he won a Genie Award for Best Supporting Actor. He also had principal roles in A Small Miracle and Blind Faith. His TV-movies include Lives of Girls and Women, Giant Mine, Love and Hate, Too Close to Home, My Own Country, Gross Misconduct, for which he received a Gemini nomination for Best Supporting Actor, Betrayal of Innocence, Justice Denied, No One Could Protect Her, Closer and Closer, Conundrum and A Vow to Kill. His TV series work includes  Rood to Avonlea, Beyond Reality, War of the Worlds and etc.
MacNeill lives with his family in Toronto.
