Dragonballs are created by Planet Guardians. There is one planet guardian per planet. To create the dragonballs the guardian must create a dragon model with the move dragon model. The guardian must also know the language of the nameks. All nameks come with the abilty to speak their native language. Once the dragonballs have been activated, you must collect them using a dragon rador, a scouter, or the old fashion way and just look for them. If someone has a dragonball you want and you dont want to share you have to have a match and the winner recieves the dragonball as an award. If the Planet guardian dies while the dragonballs are out then the dragonballs return to stone but do not rescatter. After a wish has been made with the dragonballs they go inactive for 10 days and after the 10 days they can be turned to normal by the planet guardian.
Depending on how long the planet guardian is willing to take to make the dragon model will depend on how many wishes you can make with the dragon balls. You can make only one model so be careful of your choice. 1 day will get you 1 wish
4 days will get you 2 wishes
7 days will get you 3 wishes
Wishes that can be made are: Wish for an item, wish to be immortal for a week, wish for a pl boost, wish to learn a move, and any other wishes you have in mind must be okayed with the Supreme one first
Other than the dragonballs made from the planet guardians there are the master dragon balls. The master dragon balls are the first dragon balls to ever be made and there for the most powerful of the dragonballs with a great deal more wishing power. These balls can either be obtain through a quest or a reward in a Tournament.These balls give 2 wishes
Wishes that can be made with these balls are great but i will give some examples:wish to reach the next level in your transformations, wish for 100,000 zeny, wish for upto 10 mil boost in pl,wish for the location of an ancient relic,and any other wishes you have in mind must be okayed with the Supreme One First.
