BackGround:
The year is 2048, the Earth is once again a technical place. After the wars of 2010, much of the planet still lies in ruin. Also a huge underearth has been created over much of the US and EurAsia. This underearth was designed during the 2010-2020 era as an escape route from the war of the surface. It now doubles as a connection between the major cities and a hang out for lowlives. The surface world is marred with destruction and ruin. However, the population densities are all centered in a few huge sprawling cities called Megatropoli. MegaCity is one such Megatropolis and is home to our heros. In addition to the huge technical advances, Earth has discovered life in space. This of course has started the space revolution. Earth now has vehicles capable of long distance space flight and ports in many areas throughout the known galaxy. Some of these ports have Space hops(a transdimensional portal that serves as FTL) However, the majority of Earth�s inhabitants never see this life � only the really rich, governments, and industrial leaders have access to this technology. However, aliens do travel to earth on a regular basis and are governed by local agencies of the MIB. There are also galactic bodies for sporting events, policing and criminals that even the most �down to earth� individual is aware of.
Technology:
Laser weaponry, robots, computers, automated living, etc are the norm for most upper class citizens. However, the inhabitants of underearth and the outlands(adjoining areas between megatropoli) are horribly under advanced � still using gasoline engines and ballistic/mundane weapons. Huge high rise buildings are not uncommon. Most transportation is electrical and is public. Only the very wealthy have personal vehicles(which can include flight/hover craft) Intracity travel can be achieved by underearth rail(most common), by interspace hops(local teleportation hubs for the rich), or via overland travel through the outlands(very rare and utilized by shadey types or those with a death wish) Airports exists but are used for over the ocean travel only � intercontinental airspace is only open to personal flight vehicles which are forbidden in international airspace and takeoffs/landings � most long distance air vehicles actually leave the atmosphere for travel.
Inhabitants:
Aliens, Robots, Technically enhanced humans(cyborg and gadget mongers), genetically enhanced humans(altered or natural born mutants) are common place, but few have the power level of the heros. Those that do are strictly monitored by government agencies such as MIB, UNTIL, SHIELD, MAGE or the GFBL. Certain criminals may violate these laws, but � only if they want to end up on the Rock � the moon has been converted to a maximum security prison for paranormals or others of its kind such as Stronghold (the first super prison � still located in Nevada)
Organizations:
DEMON � a villain organization based on dark magic rituals. Opposed to MAGE, DEMON fosters alien smuggling, arcane proversions, and other less technical evils.
VIPER � not much more than a gang with powerful technical weaponry. VIPER has members in every major city, most space ports, underearth and many areas of the outlands. VIPER also has covert operations which include corrupt political and industrial leaders. Think of VIPER as a SCIFI mafia.
MAGE � magician and alien guild elite. The high powered mages and aliens register with MAGE while lower powered persona register with MAG or MIB. Both of these agencies actually belong to MAGE in a sense although MIB is government funded.
MIB � the government agency for alien activity.
SHIELD � government police powers bordering with galactic powers such as the QWIN Knights. Former CIA and FBI of the US. SHIELD is intercontinental.
UNTIL � the united nations response to international law. This is mostly an Earth based police power with very limited galactic powers.
TALON FORCE � the governmental / intergalactic law enforcement agency. This paranormal group has been appointed as an agency of intergalactic law enforcement.
GFBL � Galactic FootBall League. This commission includes representation from every known world and is both corrupt and all powerful. The best technology exists in GFBL, its funded by everything and its both legal and illegal at the same time.
Hero stats:
This is a 4- color champions campaign with 200 base points and 225 max points from disadvantages. No more than 75 points in each category. Average attack is 11d6(55active) with maximum starting offense of 14d6(70active) Ranking system is in use with characters averaging 250 � 275 total rank. Offensive rank averages around 110. Defense rank averages around 85. Movement rank averages around 60 with no limit to noncombat movement. Heros should be willing to help those in need and killing should be kept to a minimum. Heros should also be willing to work with other heros for the better good.
Main Campaign Focus:
The heros are inhabitants of MegaCity or the surrounding area. Megacity is filled with corruption mostly from big business and the local gangs. Crime is at an all time high. Local police forces do not have the man power to hold back the masses and definitely cant deal with paranormals. Many businesses have taken the law into their own hands at the expense of the �good� populace. The heros will have to deal with local toughs, small time villains, small scale plots at first and will possibly become mixed up in all sorts of major schemes that could include space travel, 4-color super battles, grim encounters, world domination�. The possibilities are endless.
