Those photos shows what is called a 'break pressure tank'. This tank serves to break the pressure of the water as it travels down the hill. Because of the steep terrain, the water pressure can burst the piping if it doesn't have a chance to let off steam on its way down the community. The overflow from this tank was also going to be used to provide drinking water for cattle.
