Outlook Express ERROR 0x800ccc19
efeast4u
Try this command ping
www.demon.net  -f -l 1492

If it says that the "packet need to be fragmanted" then just try with increasing or decreasing the unit. Either 1472 or 1462 or 1400... The number on which they get normal ping and reply, with 4 send and 4 received.

If this goes then you need to change the MTU (Maximum Transmission Unit) of your router to that number. It can be done by logging on the router interface.

Note : All the router has a default settings so just be carefull in this regard.
This is problem in Outlook Express 6 with certain file attachments (or technichally called MIME types) when they appear in your POP3 mailbox.Your connection to the mailserver will then time out. The solution is to download Internet Explorer 6 service pack 1 from Microsoft which should fix the problem.
Using Outlook Express 6 with Norton Anti Virus or Macafee products.
If you have already installed the SP1 for Outlook Express 6, this problem may stilln occur when the following condition are met. First you have Norton Antivirus 2003 or 2002 installed . Second, you have "Scanning Incoming  E-mail" and "Scanning Outgoing E-mail" turned on. Note that this may also be true when you use Mcafee software products. To prevent this problem when you use NAV and Outlook or Outlook Express. Start Nortron Anti Virus. If a menu appears when you click options, click Norton Anti Virus option dialog box appears. In the internet section, click E-mail. Click to clear the "Scan incoming E-mail" check box. Click OK and close NAV.
