Applying for Appointments

Applying for an appointment takes no time, and is considered a pre-monthly activity.

The opening of an appointment is posted in the newsletter two months before the appointment is to be filled. (See Calendar of Appointments below). Qualified characters may apply for the appointment in their orders for the month following the posting. All applicants will be listed in the newsletter following the posting. If the appointment is made by an NPC, influence may be used on the NPC in favor of particular applicants in orders for the second month following the posting. Two months after the initial posting, the new holder of the appointment will be announced. All appointments will be filled; an NPC will fill posts not filled by player characters.

When an appointment falls open prematurely, the vacancy is posted in the next month and characters may apply. Pending decisions and appointments made in the vacant post are postponed until the position is filled. If only one character applies for an appointment, that character may, at the GM's discretion, be appointed to the post in the month following the posting of the opening.

Types of Appointments

There are four types of appointments available to the player character: Military, Civil, Religious (Religious appointments are described in the clergy rules), and Miscellaneous. Appointments generally last one year from the date of appointment unless otherwise specified. A character may apply for as many appointments as he wishes as long as he meets the requirements for each. If two characters apply for the same appointment, the higher die roll wins; ties are broken by unmodified dierolls. A character may only hold only one Military or Civil appointment at a time.  (Though a character can hold an unlimited number of 'Miscellaneous Appointments'.)

Governors, Inspectors General and Quarter Master Generals do not go to the front. Characters must resign these positions in order to have time to go to the front.

Holders of Civil Appointments may not hold active field commands, nor go to the front, and must resign the Civil Appointment before accepting any military appointment. Characters applying for these positions must resign any active field command held. Note that Colonels and lower do not have to resign their commissions to apply for or accept Civil Appointments. However, these lower ranking characters must resign their commissions to keep a Civil Appointment if forced to go to the front. After the appointment expires, they must start at the bottom when re-entering the Military.

Military appointments are open to holders of the rank shown (which may be brevet) or of one rank higher. Military appointment holders lose the appointment if they rise more than one rank above that listed as the qualification for the appointment.

When a character gains an appointment, he will receive monthly the SP's, Influence and pay shown in the SP, Inf and Pay columns. Because NPC's will also be applying for appointments, it is not certain that a PC will get the appointment. A character must roll higher on 1d6 than the number in the Die column to receive the appointment. Some modifiers on this roll are noted below the tables. Characters may also influence the Who Appoints (if a NPC) to gain a bonus on the roll (or a penalty to hinder the appointment of someone else). There can be no more characters holding an appoinment than noted in the No. column. Only characters having at least the Minimum SL (noted in Min SL) and the required Rank as noted in Rank (or Rank + 1) may apply for the Appointment.

Miscellaneous Appointments

These appointments can be held by anyone who meets the requirements and count as neither military nor civil appointments. They may be held in addition to any other appointments, unless otherwise noted, and are thus an exception to the rule that a character may have only one appointment. There is no need to resign any other appointment or field command, as long as the requirements of the miscellaneous appointment are met.

Playwright in Residence

This person is the official playwright for the Royal Family. The Playwright in Residence exerts some control over the playhouse such that if he and another try to reserve the playhouse in the same month, then the Playwright in Residence gets preference. The Queen will come to every production put on by the Playwright in Residence (unless it's bawdy). Particulars for the appointment are:

King's Champion

The King's Champion is the man who defends the Crown's honor by dueling anyone who maligns the King. The requirements for this post are: In addition to the above, the applicant must also meet these requirements: STR 14+, END 180+, EXP 18+ in some weapon.

The application is modified by the following:

The King's Champion may hold any military post but no civil post. His duties consist solely of punishing those who dare to insult His Majesty in word or deed. He must defend the King's honor at least once per season, or lose his post. To this end he may challenge one PC each month whether the allegation is true or not. He may make challenges or be challenged as a private citizen, but may not make these duels a matter of the King's honor. If defeated as a private citizen the winner gains 2 additional SPs.

If the King's Champion wins a duel over a matter of the King's honor, His Majesty will be particularly impressed and award his Champion a Level 9 Influence on a roll of 11 or 12 on 2d6. If the King's Champion loses, he is instantly dismissed, loses all unused favors, and suffers the loss of 6 SPs that month. He may not re-apply for the post for 12 months. The victor of a duel over a matter of the King's honor gains an extra 4 SPs. Anyone who refuses the KC's challenge is disgraced.

Court Minstrel

The Court Minstrel's duties consist of composing poems or songs upon any subject the PC chooses. They may be witty, slanderous, serious etc. Failure to publish at least one poem in the press in any season will result in dismissal of the CM, who loses 2*SL SPs and may not re-apply for the post within 12 months. The requirements for this position are: Nobody above SL 14 may apply for this position as it is deemed beneath their dignity. The post is worth 10 SPs at SL 7 and decreases by one for every level above this. The CM also has the task of composing eulogies upon the death or coronation of the monarch. The Favor is awarded by a die roll each month in which a poem is published:

Chief d'Art

The Chief d'Art buys art, furniture and other decorations for the Royal palaces. Each month in which the Chief d'Art describes in the newsletter what new piece of art/furniture/decoration he purchased for the King, he has a chance to gain a favor from a member of the Royal Family. If the Chief d'Art has at least once described a piece of art during a season he can choose to embezzle some of the funds used to buy the Royal art. If the roll (on 2D6) is equal to the Caught number, then the Chief d'Art is dismissed. If the number is higher, then he is put on trial. The Favor gained is determined by a die roll on the following table.

Royal Astronomer

The Royal Astronomer could also be called the Royal Astrologer because the King of France doesn't see much difference between the two. To become Royal Astronomer one must submit a treatise to the Royal Academy of Science concerning astronomy (not astrology). Do be careful, for the Clergy might get upset, and possibly even excommunicate you (as they did with Galileo). After acceptance of the treatise, one may apply for the position of Royal Astronomer at the December party.

The Royal Astronomer must draw a horoscope for the royal family each month (superstitious lot). The GM will make an omen roll on 2d6 to determine the actual horoscope drawn and the omen it shows. The Royal Astronomer must state in his orders which omens he will truthfully report to the Royal Family, about which he will lie, and the omen he will falsly report.

When the Royal Astronomer lies, make a lie roll on 2d6, subtract the actual omen roll, and add the lower number from the result reported to the Royal Family. This number is found in the Consequenses of Lying Table and the RA lives with (or dies from) the Consequences. This roll can be influenced (level 9 influences).

NOTES ON THE MILITARY AND GOVERNMENT APPOINTMENT TABLES

Trooper of the King's Escort

Once each month, roll 2d6 for notice by the King. A roll of 12 indicates the trooper has come to the King's attention and receives a class 9 favor. On a roll of 2, the trooper is dismissed from the escort and is not permitted to rejoin.

Trooper of the Cardinal's Escort

Same as trooper of the King's escort, except the Cardinal notices the trooper. Die rolls are the same, but the favor granted on a roll of 12 is a class 8 favor.

Ensign of the King's Escort

As per trooper, but the die roll is different: on a 12, the King notices, and he receives a class 9 favor. On a roll of 11, the Crown Prince notices the subaltern and he receives a class 8 favor. In addition, the character is permitted to toady with the Prince that month at The Fleur de Lys (the Prince's social level is 19 and he pays carousing costs) and will receive a +1 die roll modification should he ever apply to be Crown Prince's Aide. Again, on a roll of 2 he is dismissed from the escort.

Ensign of the Cardinal's Escort

As trooper of the escort, except he is noticed on a die roll of 11 exactly.

Adjutants and Brigade Majors

Adjutants and Brigade Majors serve as chiefs of staff for a Formation after which they are named. As such their Military Ability may effect the capability of the Commander of their formation in the following way. If an Adjutant or Brigade Major has a Military Ability two or more higher than their commander, their commander's Military Ability is treated as though it were one higher for the purposes of Campaign Outcome. If an Adjutant or Brigade Major has a MA which is two or more lower than their commander, their commander's MA is treated as though it were one lower for the purposes of Campaign Outcome.

The number of Adjutant and Brigade Major positions is strictly limited to the number formations of the appropriate level within the Force Structure. Thus there can never be more than two Army Adjutants. The Brigade Major or Adjutant uses the same personal outcome modifiers as their commander. At the end of the Adjutant's or Brigade Major's term of service, he may receive a favor in the following way. If the Adjutant or Brigade Major has a MA which is two or more higher than the Commander of the Formation they serve, they come to the attention of the Commander of the Formation which is one echelon higher on the Force Structure, and receive a favor of the level necessary to influence the Commander of the Formation above theirs. ( eg, The 1st Army adjutant, has an MA 3 higher than the Commander of the 1st Army, and has come to the end of his term. The Field Marshal has noticed his skillful service, and gives him a favor I(7) to help him on his way. )

Captain of the King's Escort

Appoints troopers and the ensign of King's escort. Once a month roll two dice; on a roll of 11 or 12, the King notices the captain, and he receives a level 9 favor. On a roll of 2, the Queen notices the captain, he receives a class 8 favor, and the captain is permanently dismissed from the escort. He is considered to have complied with the female companionship requirement for that month.

Captain of the Cardinal's Escort

Appoints troopers and the ensign of the Cardinal's escort. Once a month, roll two dice; on a roll of 11 or 12, he receives a class 8 favor. On a roll of 2, he knows too much: roll another die; on a 1-3 he is dismissed from the escort but receives a yearly gift of 500 crowns. On a 4-6, however, he is silenced in a more certain but less pleasant fashion. This seconddie roll may be modified by influence.

Aide to the Crown Prince

May carouse with Prinny once a month at The Fleur de Lys. The Prince will pick up the tab. The aide may bring one friend with him.

Advocate de Militair

The Advocate de Militair is responsible for the defense of people who appear before a Court Martial. His defense (or lack thereof) can have a great effect on the outcome of a Court Martial. At the start of each Court Martial he must decide whether he will defend in favor or against the defendant. See the Court Martial section for more detail.

Army Provost

The Army Provost, in addition to his regular regimental duties, is responsible for maintaining army discipline while on campaign. He is the presiding officer at all appropriate court martial hearings, including AWOL, desertion, or cowardice. The Army Provost can not judge anyone of a higher military rank, social level, or title. These cases are referred to the Judge Advocate General or the Minister of War. Courts Martial outside the Summer Campaign are handled by the regiments themself or the Judge Advocate General. (See Court Martial and Justice Section for more details)

Quartermaster General of an Army

In addition to the activities noted in the investment section, a Quartermaster may embezzle. Once at the beginning of a Summer campaign, he may choose the amount he wishes to embezzle. If he rolls the number listed in the caught column he is dismissed from office, if he rolls greater then he is put on trial.

City / Provincial (Military or Civilian) Governor

May tax the masses excessively. Once per season he may choose the amount he wishes to extort. If he rolls the number or higher listed in the unrest column of the Embezzlement Table (which see), civil unrest results. If there is civil unrest, the governor must command a frontier regiment against the rabble (If the roll was exactly equal add 1 to the final Battle Result). This is conducted as if on campaign on Field Operations. On a battle result of 5 or 6, the governor is disgraced.

Inspector Generals

Inspector Generals are appointed by the Minister of War for the purpose of assuring that Regiments are properly equipped, trained and up to full strength. The Inspector General of Infantry is responsible for assuring the quality of Infantry Regiments, While the Inspector General of Cavalry is responsible for Cavalry Regiments. Each Inspector General has an Aide which he recruits from among Captains or Majors of Regiments of the appropriate type.

Player Inspector Generals must hold a surprise inspection of one of the Regiments of the proper type ( Cavalry or Infantry ) which is currently in Paris each season, but may hold an inspectin as often as once a month. NPC IGs will hold an inspection on the first month of every season, and every month where irregularities are noticed ( see Military Embezzlement ). NPC IGs will also hold an inspection if influenced to inspect a particular Regiment ( see 1 below ).  NPC IGs will determine which Regiment to inspect using the following criterion, the lowest number taking precedence.

1) If an IG has been Influenced to choose a particular Regiment ( roll of 7 on d6, highest modified die roll determines in cases of multiple attempts to influence this ) he will do so.

2) If the IG was informed of irregularties by the paymaster ( see Military Embezzlement section of  the Military rules ) the IG will inspect a randomly selected Regiment from among Regiments whose members were noticed the previous turn.

3) Otherwise, a random Regiment is selected.

Surprise Inspections consist of two elements:

A) Military Standards

The IG first decides whether the Regiment being inspected meets the standard for training, equipment etc. An NPC IG will find that a Regiment meets the standard on a die roll of 2 or better on a d6 ( subject to influence ). If a Regiment is found not to meet military standards, all personnel currently assigned to the Regiment must spend one extra week the following month remedying their deficiencies. This week is lost to the members of the Regiment for game purposes. Regiments which were to leave for the front the next month are replaced with another Regiment of the same type according to the Volunteers section of the Military rules if possible. If no other Regiment is available, then the Regiment leaves as scheduled, and the finding of deficiency has no further effect. Player IGs must find one Regiment deficient during the first season of their appointment, or they lose the appointment. (exception: if no Regiments of the proper type are in Paris during the first season of the appointment, the deadline is extended for another season.

B) Inspection of the Books

The IG then inspects the financial records of the Regiment. For every officer who embezzles during the month of inspection a seperate check is made to determine whether the IG finds evidence. The impropriety is discovered on a roll of 13 or better on 2d6, and is modified by the following factors.

+1 for each level of embezzlement commited by the officer ( see Military Embezzlement section of the Military rules )

The above modifier is divided by 2 rounded up if the Regiment was tipped off by the Aide to the Inspector General. NPC Aides will warn a particular Regiment on a roll of 7 on a d6 ( influence needed ). Obviously any attempt to influence the Aide must occur in anticipation of the Inspection. Player Aides to the IG must list the Regiments which they will warn in their orders each month. A player Aide who warns a Regiment will be noticed on a roll of 11+ on 2d6. NPC IGs will immediately dismiss an Aide who warns a Regiment of an inspection.

Consequences of Discovery:

If an NPC  IG discovers evidence of Embezzlement, he will announce his findings in the Newsletter, and the officer mentioned will lose the status he would normally receive for his Rank. A player IG may choose to delay all announcements, or make them immediately. He must state which in his orders. The default is announcement. If he delays the announcement, the GM will inform him (and his player Aide) of any evidence privately. He may choose to make the announcement the following month, or ignore the evidence. If he ignores the evidence he will be discovered by the JAG on a roll of 11+ on 2d6, and charged with gross incompetence. 

An officer found by the IG to have embezzled has the following options:

1) Admit guilt. He must also pay a fine = to 100 * the level of embezzlement. Half of the fine will revert to the Crown, and half will be pocketed by the IG. NPC IGs will always allow this option for players below the rank of Colonel, but never to Colonels or Brigadiers.

2) Deny the charge, and demand a Court Marshal to determine whether he is guilty. ( see the Court Marshal section of the Trials rules )

3) Resign his commission.
 

Field Marshal

The Field Marshal is appointed by the Minister of War, from among players of the rank of General, who received a promotion during the previous year. Army Commanders currently campaigning in the Summer may apply, hoping to receive the promotion that is required. If no player achieved this, then the MoW appoints an NPC Field Marshal. See the Miltary rules section for more information on the duties of the Field Marshal.

Commissioner of Public Safety

The Commissioner seeks out traitors to the Crown. He appoints as many ferrets as he likes for use as spies (no one knows who they are and their appointment is secret) and receives 20 crowns per month for their salaries. He may pay them whatever he desires; however, any excess payment would come from his own pocket. If a new CPS is appointed all ferrets may choose to stay unknown or present themselves to the CPS and remain a ferret (if accepted by the CPS). Only a player CPS will have ferrets.

The CPS can take up to five people in custody per year, during which the victim is incarcerated for one week. (These are not considered to be normal arrests, but simply preventive incarcerations.) He can make an unlimited number of arrests for the MoJ and of persons sought for trial. He may also trump up false charges against five players per year and thus bring them to trial. During the first two seasons of his appointment, he must arrest, put on trial, and convict one player character. If he is unable to do so, he loses the appointment. He gets 50% of all fines from the trials over which he was the Presiding Judge (the other 50% go to the King).

Chancellor of the Exchequer

May embezzle public funds once per season. If the number rolled on 2D6 is equal to the number in the caught column, then he is removed from office. If the roll is greater then he is put on trial.

Minister of Justice

The Minister of Justice appoints and controls the Commissioner of Public Safety. He determines the outcome of all embezzlement and other important cases. He may also trump up charges against ten players per year and thus bring them to trial. During the first two seasons of his appointment, he must convict at least one player character. If he is unable to do so, he loses the appointment. Once a year the MoJ may order the CPS to arrest a character and incarcerate him indefinitely. This prisoner is released one month after the MoJ leaves office. He gets 50% of all fines from the trials over which he was the Presiding Judge (the other 50% go to the King). Also the MoJ does not need to search for an assassin since he has access to the State-Assassin.

Judge Advocate General

The Judge Advocate General is responsible for any court martial of the Colonels of the Regiments, Generals, anyone trying to bypass their superior officer and cases in which the sentence would be execution. He can himself accuse any military character of ANY rank and force a court martial, which would be presided by the MoW. The MoW also presides over any court martial in which the accused officer is of higher rank than the JAG.

Minister of War

Appoints Inspectors General, and determines Force Deployment.

Minister of State

Appoints Minister of Justice and Education, Ministers without Portfolio, and Chancellor of the Exchequer. Also determines sentences. See Trial section for more details.
 

Religious Appointments

any time as numbers are unlimited or require very special prerequisites.
An appointment that becomes vacant outside this sequence will be posted the following month.
If no player applies, nor rolls high enough, an NPC will fill the appointment.
All appointments last for a maximum of a year unless the current holder re-applies and beats all other applicants. 
If the appointing post is vacant, no applications are considered until the appointing post is filled.
