It is advisable to stay away from major hotels and social areas.
For example: "Inbal", "Plaza", "King David", and "Dan Pearl" hotels,
The center of the city, The Geulah and Mea Shearim area and the old city.

Chanukah

This is a time of year when family trips are made and people go around visiting one another. It would probably be best to sit in one of the not so popular hotel lobbies or go out to eat for an early dinner at the place of your date's choice.

Music and dancing will take place in front of the "Mashbir" shopping center. If you are trying to have a conversation that area will not help your hearing. There will be traffic on "Herzl" boulevard so, it is a good idea to stay near the old city or the entrance to the city.
