As of now the best and most useful headwear is received after completing quests.

Priest's Hint: Until you get to insight 50 it doesnt matter if you use a helm at all. When you become insight 50 do the Cap of Danaan quest and wear that until you master. When you become a Bard, since you lose your master armor, use the Cap of Danaan again.
